About this opportunity
The U.S. Coast Guard seeks a 200-metric-ton mobile boat hoist for El Salvador under a Foreign Military Sales arrangement (LOA Case ZB-P-LAF), with quotations due August 21 at 2:00 PM ET and questions due July 31 at 2:00 PM ET. This is a total small business set-aside procurement under FAR 12.201-1 simplified procedures, and the Government reserves the right to award without exchanges or communications based on initial submissions.
NAICS code 333923 applies. Place of performance is La Union, El Salvador, with in-country assembly, inspection, testing, and training to occur within four weeks of hoist arrival. The hoist must feature a John Deere Diesel 4.5L Tier 4 engine (139 HP at 2200 rpm), hydrostatic closed loop drive system, four hoist systems, 32-foot inside clear height, 30-foot inside clear width, intelligent load readout system, and remote diagnostics; dynamic load testing up to 110 percent capacity is required. Maintenance spares for 1,000 hours of two-year operation and two spare sling sets are included. Shipment must use a U.S.-flagged vessel with debarkation at Acajutla, Sonsonate, El Salvador, F.O.B. Destination.
The procurement includes five contract line items: CLIN 0001 (hoist subassembly factory-tested), CLIN 0002 (shipping), CLIN 0003 (OCONUS travel), CLIN 0004 (Defense Base Act insurance, government-provided not-to-exceed $15,000), and CLIN 0005 (turn-key installation including on-site assembly, OEM standard testing, two training sessions up to 20 students total, and OCONUS travel labor). Contractor is responsible for all manufacturing, travel, accommodation, shipping, import/export, customs clearance, and DBA insurance costs.
Offerors must submit two volumes: Volume I (Technical Capability, maximum 15 pages) including corporate experience with at least two references for 200-ton mobile boat hoists from the past five years, hoist specifications, turn-key installation plan, production schedule in calendar days, and shipping method; Volume II (Price and Administrative Certifications) with completed Attachment II Pricing Schedule, required FAR certifications, and SAM.gov registration confirmation. The manufacturer must be a qualifying small business under the nonmanufacturer rule with no exceptions or waivers. Evaluation will consider technical capability, past performance, and price reasonableness using comparative evaluation without formal scoring. Prices must remain firm through September 30, 2026. Amendment A00001 extended the deadline and revised attachments I, II, and IV with government responses to clarifications.
