About this file
This is a Questions and Answers (Q&A) list for RFQ 70Z02326Q92200004, a Total Small Business Set-Aside procurement for a 200 metric ton mobile boat hoist to be installed in La Union, El Salvador. The Q&A document addresses 21 clarifications received from prospective offerors regarding technical specifications, installation requirements, pricing, and contract terms.
Key requirements include: the mobile boat hoist must be manufactured by a qualifying small business manufacturer per FAR 52.219-33 nonmanufacturer rule with no exceptions or waivers; installation will occur on a new finger pier estimated to be completed in early Calendar Year 2028; the equipment must feature a John Deere Diesel 4.5L Tier 4 engine (or offerors may propose alternatives with deviation explanations) and an open operator cab; dynamic load testing up to 110 percent capacity is required; Defense Base Act insurance (CLIN 0004) is set at a not-to-exceed value of $15,000; maintenance spare parts for 1,000 hours of two-year operation must be included in the base price (CLIN 0001); installation, training, and in-country mobilization will occur in La Union with one continuous mobilization period covering all phases; shipment must utilize a U.S. Flagged vessel with debarkation anticipated at Acajutla, Sonsonate, El Salvador; and offerors should propose a recommended period of performance to complete all contract requirements. The Government has clarified that no existing travel lift pavement exists at the site, the complete pier drawing package is available through DoD SAFE, advanced steering modes are not required, and civil site works are the responsibility of the recipient country.

3 General Question
Please provide the structural design criteria for the existing travel lift pavement, including pavement thickness, reinforcing details, concrete compressive strength, allowable wheel loads, subgrade design, and allowable bearing pressure.
No existing travel lift exists in La Union, El Salvador. The new travel lift will be installed in place on a new finger pier being constructed. The finger pier construction is estimated to be completed early CY 2028. N/A
4 General Question
Please confirm whether the Government has verified that the existing travel lift pavement is suitable for operation of a proposed 200 metric ton mobile boat hoist meeting the solicitation requirements. See response above to Question #3. N/A
5 General Question
Please provide the make, model, year, and available technical specifications of the existing Marine Travelift 200CII currently operating at the facility, including wheel spacing, tire size, and wheel loading if available. See response above to Question #3. N/A
6 General Question Please provide the available electrical service information at the site, including transformer capacity, service voltage, frequency, and available power for commissioning activities. See response above to Question #2. N/A
7 General Question Please identify the designated contractor staging and assembly area for trailers, shipping containers, cranes, forklifts, and equipment assembly during installation.
Open areas exist near the existing pier, however, the final staging location will be determined in coordination with Partner Nation prior to transportation coordination. N/A
Attachment I Statement of Work
Please confirm the location of the required 150% load test, identify who is responsible for furnishing the test load(s), and identify where the test weights will be stored prior to testing.
Load test will need to be conducted in-place. The Contractor is responsible for furnishing the test load. Attachment I Statement of Work
Attachment I Statement of Work
3.2 Offeror recommends a PoP of minimal 14 months to fulfill all phases of the contract, including build and acceptance at factory ahead of production schedule, shipment of machine, port clearance, reactivation in-country, testing and training
Offerors should propose a recommended period of performance (PoP) to complete requirements outlined in the SOW. In-place installation on the new finger pier being constructed is estimated to be completed in CY 2028. N/A
Attachment I Statement of Work
4.1.1.4 The SOW requires John Deere Diesel 4.5L Tier 4 engine. The standard engine on an Offeror's 200 ton capacity, mobile boat hoist is a Stage V engine classification. Please confirm whether our standard Stage V engine is acceptable. Please confirm that the end user/customer, located in El Salvador, can support a Stage V engine classification, fuel grade and DEF.
Offerors should propose both the Government-specified John Deere Diesel 4.5L Tier 4 engine, and if applicable, an alternative engine if that is not the boat hoist OEM standard. If the John Deere Diesel 4.5L Tier 4 engine is not offered by the OEM, the Offeror should explain that deviation in their quote.
Attachment I Statement of Work, Attachment II Pricing Schedule
Attachment I Statement of Work
4.5.1 Offeror typically performs a dynamic load test up to 110% of the crane capacity. SOW states 150% capacity, which would be strongly not recommended.
Attachment I Statement of Work is revised to reduce the dynamic load test requirement to "up to 110%" instead of "up to 150%." Attachment I Statement of Work
Attachment III Contract Clauses
52.247-64 Preference for Privately Owned U.S. Flag Commercial Vessel
It is understood that USCG has a preference for US Flagged vessels for transport. However, this often incurs added weeks/month to transport time and expense. Could this requirement be waived? If not, please increase PoP by minimally (1) month.
FAR clause 52.247-64 Preference for Privately Owned U.S. Flag Commercial Vessel remains enforced. All Offerors should propose a schedule and price that includes the requirement to utilize a U.S. Flagged vessel. N/A
Attachment I Statement of Work 5.3
Attachment I, §5.3 lists the place of delivery as "to be provided prior to shipment." To price F.O.B. Destination shipping consistently, can the Government identify the anticipated Port of Debarkation (or a representative destination port) in El Salvador?
For purposes of pricing, Offerors should plan for the Port of Debarkation as Acajutla, Sonsonate, El Salvador. The installation is to occur in La Union. The actual Port of Debarkation is to be determined by transportation agent based on the final delivery location. N/A
Attachment I Statement of Work
The SOW does not appear to address civil site works. Please confirm that all site preparation required to receive and operate the hoist — including the haul-out pier, runway/travel surface, and any pit or foundations — is the responsibility of the recipient country and outside the scope of this contract. See response above to Questions #2 and #3. N/A
Attachment II Pricing Schedule DBA Insurance
Attachment I, §3.4.1 states CLIN 0004 is awarded at a Not-to-Exceed value of $15,000.
For the Attachment II Pricing Schedule, should Offerors enter $15,000 as the CLIN 0004 price, or propose their own estimated DBA premium?
For pricing purposes and to assist in the Government making contract award NLT 9/30/2026, Offerors must keep CLIN 0004 unchanged at the $15,000 not to exceed value due to the lead time of Offerors securing a DBA insurance policy. As part of their submitted quote, Offerors must provide a confirmation statement that the Offeror will obtain an active Defense Base Act (DBA) insurance policy to support DD Form 250 acceptance and invoicing prior to traveling. In post-award, the Contractor must submit their policy and firm-fixed price upon issuance and the CLIN 0004 value would be adjusted accordingly if determined to be a fair and reasonable price. Invoicing against CLIN 0004 would occur after all in-country travel has commenced.

Question # Referenced Document
Section (§) / Subsection if applicable Received Question Government Answer RFQ Documents Updated
Attachment I Statement of Work
Travel is a Firm-Fixed-Price CLIN, but §3.4.4 states the El Salvador city will be provided prior to travel. To support consistent FFP travel pricing across Offerors, can the Government identify the anticipated city or per diem locality? Please also confirm whether Offerors should price a single continuous in-country mobilization covering both installation and training.
Installation and training will occur in La Union, El Salvador. Offerors should price one (1) single continuous in-country mobilization covering installation, assembly, inspection, testing, and training in accordance with Attachment I SOW § 2.2.6 allowances. Attachment I Statement of Work
Attachment I Statement of Work 4.1.1.4
This section specifies a John Deere 4.5L Tier 4 diesel rated at 139 HP @ 2200 rpm. Will the U.S. Coast Guard accept a Caterpillar / Perkins 4.4L Tier 4 Final diesel engine rated at 190 HP as an equivalent or superior alternative? The proposed engine meets all U.S. EPA Tier 4 Final emissions compliance requirements, provides higher power and torque performance for the hydrostatic drive system, and fully meets or exceeds all operational standards required for the 200 Metric Ton Mobile Boat Hoist. See response above to Question #10. N/A
Attachment I Statement of Work 4.1.1.11
This section specifies an "Open Operator Cab." Will the U.S. Coast Guard accept or consider a fully enclosed, climate-controlled operator cab as an acceptable alternative or optional upgrade?
Offerors should propose both the Government-specified "Open Operator Cab" if offered by the OEM, and if applicable, an alternative operator cab if that is not the boat hoist OEM standard. If an "Open Operator Cab" is not offered by the OEM, the Offeror should explain that deviation in their quote.

Attachment I Statement of Work
The SOW does not explicitly specify the required wheel steering mode for the 200 Metric Ton Mobile Boat Hoist. Because the appropriate steering configuration depends on the yard space and maneuvering constraints at the delivery site, please clarify which of the following the U.S. Coast Guard requires:
• Option 1 — Standard Hydraulic 2-Wheel Front Steering (STD): steering on the two front wheels via hydraulic cylinders.
• Option 2 — Mechanical 90° Lateral / Sideways Steering (STD + 90°): standard steering plus 90° mechanical wheel rotation for sideways travel.
• Option 3 — Mechanical Polar / Carousel 360° Steering (STD + Polar): 360° rotation on the hoist's own central axis via mechanical pins/pistons.
• Option 4 — Multi-Mode Electronic PLC Steering: electronic steering via slewing rings under PLC control, supporting Standard 0° (2-wheel front), 90° sideways travel, 360° polar/carousel rotation, ±45° diagonal/crab steering, and inverted rear (2-wheel rear) steering.
If no advanced steering mode is required, please confirm that Option 1 (Standard 2- Wheel Front Steering) is acceptable as the default baseline configuration.
Offerors should propose a solution with no advanced steering required. The travel lift will be installed in-place on the new finger pier being constructed, as shown in updated 70Z02326Q92200004 Installation Location Drawings (Full Package). No lateral movement is required or anticipated because the installation location will not support that capability. N/A
Attachment IV Solicitation Provisions Volume I
Attachment IV, Volume I instructions reference assessing "the proposed communication equipment and in-country services." Please confirm this should read "mobile boat hoist and in-country services," consistent with the requirement.
Attachment IV is revised to replace "the proposed communication equipment and in-country services" with "mobile boat hoist and in-country services."
Attachment IV Solicitation Provisions
Attachment II Pricing Schedule Spare Parts
Please confirm that the recommended spare parts list in Tab 2 is excluded from the total evaluated price rollup in Tab 1, and clarify how proposed spares pricing will factor into the best-value determination.
Offerors must include maintenance spare parts as part of the proposed CLIN 0001 price. The Attachment I Statement of Work was revised to add 1,000 hours for two-years of operation (500 hours per year). As a result, maintenance spares are now included as part of Offerors' CLIN 0001 price.
