About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base seeks repair and maintenance services, including supply chain management activities, for the B-1B Advanced Radar/Electronic Warfare Test Station (ARTS), with proposals due September 3, 2026. The requirement is issued as a Fair Opportunity Proposal Request (FOPR) under the Automated Test Systems Acquisition-I (ATSA-I) Multiple Award Contract IDIQ vehicle, following FAR 16.507-2 ordering procedures.

Place of performance includes Robins Air Force Base in Warner Robins, Georgia; Dyess Air Force Base in Texas; and Ellsworth Air Force Base in South Dakota, supporting a best estimated quantity of 24 ARTS test systems. The scope encompasses spares management, spare procurement, failure reporting, obsolescence forecasting, and spares maintenance. Contractors must fulfill spare parts requests within one business day of receipt and complete OEM repairs within 15 business days, with a maximum of two late shipments permitted per month. The requirement includes procurement of 70 spares and 300 OEM repairs.

The period of performance consists of a one-year base ordering period with four one-year option periods. All pricing is firm fixed price across contract line items for program management, spares procurement, data deliverables (conference agendas, environmental plans, quality programs, reports, analyses, and GIDEP alerts), and contractor logistics support services.

Proposals, limited to a one-page cover letter and five pages each for technical approach and cost factors, must be submitted electronically by 4:00 PM Eastern Standard Time. Evaluation is based first on lowest initial total evaluated price, then on technical acceptability for supply chain management effectiveness and ability to meet turn-around-time requirements. Award goes to the responsible contractor whose proposal is technically acceptable and represents the lowest reasonable price. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance. Contact Barry Frank (Ordering Procuring Contracting Officer) at barry.frank@us.af.mil or Jordan Story (Buyer) at jordan.story@us.af.mil.
