About this opportunity
The Bureau of Indian Education is seeking a contractor to provide weekly food delivery and courier services to Havasupai Elementary School (HES) located in Supai, Arizona, a remote location accessible only by helicopter, mule, or foot. The contractor must coordinate food pickups from Sysco (approximately 10-15 boxes weighing around 750 lbs weekly), maintain strict temperature control for frozen and refrigerated items, arrange helicopter sling transportation, and deliver packages to school staff within a 20-hour per week labor constraint. Key requirements include that the Courier must be a U.S. citizen with a current valid driver's license, a current Food Handler Card or equivalent food safety certification, and documented proof of a passed criminal background check within the past 12 months. The Government will evaluate proposals based on technical understanding of the scope of work, qualifications of the designated Key Personnel (Courier), three past performance references demonstrating similar work in size and scope, and pricing that includes both labor costs and helicopter transportation expenses. The extended response deadline is March 24, 2026, at 10:00 a.m. Mountain Daylight Time, with technical questions having been due by November 19, 2025, and acknowledgment of all four amendments being mandatory for responsive submissions.
This solicitation is set aside for small businesses, including socioeconomic small business firms, with no identified incumbent contractors. The base contract period runs from December 15, 2025, to December 14, 2026, with four optional one-year extension periods through December 14, 2030, and the Government anticipates award approximately two weeks after solicitation closure. The contract is estimated at 1,040 labor hours per year plus approximately 52 helicopter sling loads per week, with pricing based on fully burdened fixed hourly rates for the Courier labor category and actual helicopter transportation costs verified by the Havasupai Tribe. Contractors must establish a registered address within 100 miles of the helicopter pad (with potential extensions to 175 miles with supporting documentation), and all coordination with HES staff must be conducted remotely with no in-person travel to Supai authorized or reimbursable. The place of performance is Havasupai Elementary School in Supai, Arizona, with food pickup occurring at the Red Barn and helicopter coordination through the Hualapai Hilltop Helipad.
