About this file

This document is a Questions and Answers (Q&A) addendum to Amendment 0004 of Solicitation No. 140A2326Q0010 for Food Delivery and Courier Service to the Havasupai Tribe's HES (Helicopter Emergency Services) facility. The solicitation is set aside for Small Business, including socioeconomic small business firms. Award is anticipated approximately two weeks after the RFQ closes, with service start contingent upon background processing and key personnel verification. This is a new requirement with no historical data, prior contractors, or Government entity precedent; the Government has established a budget based on market research but market research details are not available to offerors.

Key operational requirements include: delivery coordination must be conducted remotely with HES staff, with no in-person travel to Supai authorized or reimbursable; the Government has pre-designated points of contact in the canyon to receive deliveries; and offerors must establish a registered address (commercial or P.O. Box) within a 100-mile delivery allowance from the helicopter pad, though mileage adjustments to 175 miles may be requested with supporting documentation and expanded pricing. Contact information for helicopter sling services is htsec1@havasupai-nsn.gov and/or htvchair@havasupai-nsn.gov, and the Sysco HES point of contact is Jennifer Marshall (jennifer.marshall@sysco.com). Offerors unable to obtain helicopter pricing despite reasonable documented contact attempts will not have their proposals deemed incomplete, provided they include evidence of communication attempts. The solicitation has received overwhelming interest from Small Businesses, indicating high competition.

Questions & Answers (Q&A):

1. We left two voicemails and sent texts to the helicopter sling contact but have not heard back. Request email contact for Helicopter sling.

Answer:

Email address: htsec1@havasupai-nsn.gov and/or htvchair@havasupai-nsn.gov

2. Can you share the Sysco contact information for the HES account?

As stated in Amendment 002, Q&A #17:

Yes, Jennifer Marshall is the HES point of contact from Sysco for this route and delivery.

She can be contacted at jennifer.marshall@sysco.com.

3. Does the successful bidder choose the representatives who receive mail, packages, and food at the drop-off point?

Answer:

Yes. The Government has already established the designated points of contact (POC) in the canyon who will receive mail, packages, and food items. Please refer to the SOW

2.1.1 Delivery Schedule and Locations

Note: The contract does not authorize or require the Vendor to fly into or out of Supai. All final delivery coordination must be conducted remotely with HES staff. Any costs associated with in-person travel to Supai are not allowable under this contract.

4. Is there any historical data on past performance and courier costs etc…or do you have any market research as you began to form a budget for this project?

Yes, based on our market research, we have established a budget for this project. There is no historical past performance or prior courier cost data, as this is a new requirement. Our market research is not available.

5. When do you anticipate a starting date for this?

We anticipate making award approximately two weeks after the RFQ closes. However, the projected start date is dependent on receiving fully responsive submissions in accordance with the solicitation instructions mailto:htsec1@havasupai-nsn.gov mailto:htvchair@havasupai-nsn.gov mailto:jennifer.marshall@sysco.com

6. Are there any set-aside classifications (e.g., WOSB, 8(a))?

This solicitation is set aside for Small Business, which includes participation from socioeconomic small business firms.

7. The registered address requirement must be a commercial address or a PO Box, but carriers do not deliver to PO Boxes. Please advise.

Answer:

The requirement allows either a commercial address or a P.O. Box. We recognize that most carriers do not deliver to P.O. Boxes; therefore, firms are encouraged to use a commercial address to ensure full carrier access. The choice of method remains with the offeror, provided it meets the requirement and supports reliable delivery of all mail and package types.

8. Request mileage adjustment beyond the established 100-mile delivery allowance to 175 miles each way to support obtaining a commercial address.

Answer:

To consider a mileage adjustment, firms must provide the prospective commercial address they intend to use and identify the mileage from that address to the helicopter pad. Any requested mileage adjustment must also be reflected in your proposed expanded pricing for the service. This information is required before a determination can be made.

9. Helicopter service contact is difficult to reach. If pricing is missing due to no response, will the proposal be considered incomplete?

Answer:

Firms are responsible for contacting the Havasupai Tribe for the approved helicopter provider and rates. We recognize that some vendors have had difficulty reaching the Tribe. To ensure fairness and equal access to information, we will accept reasonable documented attempts to contact the Tribe. If pricing cannot be obtained despite those efforts, your proposal will not be considered incomplete. Please include copies or descriptions of your communication attempts in your proposal package.

10. How soon after contract award is service expected to start?

Services are anticipated to start promptly after contract award. The start date is contingent upon the successful completion of background processing and verification of key personnel historical information.

12. What was the Government paying for these services, and who were the prior vendors?

This is a new requirement. There are no historical services, prior contracts, or previous business entities associated with this effort.

13. Have you received substantial interest in this solicitation?

Yes. The solicitation has received overwhelming interest from Small Businesses, indicating a highly competitive pool of potential offerors.
