About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research for a follow-on Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Secondary Power Systems (SPS) and Small Gas Turbine Engines (GTE) Component Improvement Program (CIP). The procurement will focus on engineering services for maintaining and improving secondary power systems and auxiliary power units across multiple military aircraft platforms including F-15, F-16, B-1B, B-2, E-3, A-10, C-130, and KC-46. The government seeks to determine if responsible sources exist and whether the effort can be competed as a small business set-aside under NAICS 541330 with a size standard of $47.0M. Key requirements include having access to necessary data or partnerships with Honeywell INC, who owns proprietary designs for existing systems. Interested parties must respond by February 28, 2025, and provide details about their small business status, anticipated teaming arrangements, and descriptions of similar services offered to government and commercial customers.

While no specific set-aside is currently designated, the government is interested in all small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. Respondents must demonstrate capability to work on components such as Auxiliary Power Units (APUs), Jet Fuel Starters (JFS), and various gearboxes, with a focus on sustainment efforts, technical data, engineering analysis, design activities, prototyping, hardware testing, and system improvements. The contract will require detailed technical capabilities and potential teaming arrangements, with clear delineation between prime contractor and partner responsibilities. Although no specific award value is mentioned, the NAICS code size standard of $47.0M suggests a potentially significant contract scope. The procurement will involve engineering services for maintaining critical power systems across multiple military aircraft platforms, with an emphasis on technical expertise and access to Original Equipment Manufacturer (OEM) data.
