About this file
This is a Sources Sought Synopsis for a follow-on IDIQ contract for Secondary Power Systems (SPS) and Small Gas Turbine Engines (GTE) Component Improvement Program (CIP). The Department of the Air Force Materiel Command Air Force Sustainment Center is seeking to determine if responsible sources exist and whether the effort can be competed as a small business set-aside under NAICS 541330 ($47.0M size standard).
The contract will provide engineering services for maintaining and improving secondary power systems and auxiliary power units across multiple military aircraft platforms including F-15, F-16, B-1B, B-2, E-3, A-10, C-130, KC-46, and others. The scope includes sustainment efforts, technical data, engineering analysis, design activities, prototyping, hardware testing, and system improvements for components such as Auxiliary Power Units (APUs), Jet Fuel Starters (JFS), and various gearboxes. Interested parties must have access to necessary data or partnerships with Honeywell INC (CAGE: 99193), who owns proprietary designs for the existing systems. Respondents must address past performance, business size status, teaming arrangements, and ability to access OEM data. The notice includes a detailed table of specific components and their associated NSNs for various weapon systems.

REQUIREMENT TITLE: Follow on IDIQ for Secondary Power Systems (SPS) and Small Gas Turbine Engines (GTE) Component Improvement Program (CIP)
NSN(s):
Solicitation Number: TBD
Notice Type: Sources Sought Synopsis
1. NOTICE:
1.1 This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only.
1.2 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) is 541330, which has a corresponding Size standard of $47.0M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran- Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
1.3 Interested parties are required to have access to necessary data, or partnerships with respective Original Equipment Manufacturers (OEMs), Honeywell INC, for access to data.
2. PROGRAM DETAILS:
2.1 The Government is preparing to issue an engineering services contract for Secondary Power
Systems and Auxiliary Power Units. The Component Improvement Program (CIP) is a comprehensive engineering initiative focused on enhancing the safety, reliability, and maintainability of Secondary Power Systems (SPS) and small Gas Turbine Engines (GTE), which are essential to the operation of military aircraft. The Government is seeking to do an indefinite delivery indefinite quantity (IDIQ) contract to meet the needs of the CIP program.
Ultimately, CIP is critical to maintaining the operational readiness of the Air Force’s SPS and GTE systems. It will include the following weapon systems: F-15, F-16, B-1B, B-2, E-3, A-10, C-130, KC-46, and other potential platforms including other defense agencies.
2.2 The existing SPS and/or start cart designs are proprietary to Honeywell INC. They have many different requirements based upon the associated weapon system. There is a certain amount of proprietary data involved with mating parts that may have to be obtained by the contractor depending upon the support required. The work required for this contract should be by a qualified source which has experience in manufacturing, testing, and design of secondary power systems and auxiliary power units. The design of this hardware is very complex and the highest engineering standards will be sought. Further details of the performance requirements will be addressed in a Statement of Objectives.
2.3 The program task orders would encompass a broad range of services, including continued sustainment efforts, technical data, engineering analysis, design activities, prototyping, hardware testing, and the development and implementation of system improvements.
Specifically, CIP targets critical components such as Auxiliary Power Units (APUs), Jet Fuel Starters (JFS), Accessory Drive Gearboxes (ADG), Aircraft Mounted Accessory Drive (AMAD) gearboxes, and Power Take-Off (PTO) shafts. These systems are crucial for aircraft power generation, both for starting engines and for ongoing power needs during flight. The program is managed by the government, with contractors providing expert operational, technical, and engineering support to accomplish approved tasks aimed at system enhancement. The primary goal is to improve the overall safety and maintainability of SPS and GTE systems. To achieve this, contractors are tasked with researching, designing, and developing fixes for identified service-revealed deficiencies (SRDs) – a process triggered by operational failures. These deficiencies often require quick turnarounds due to their high priority, as they may impact mission success. Access to OEM data and original design specifications is required for successful solution and implementation.
