About this opportunity

The National Highway Traffic Safety Administration (NHTSA) is seeking a contractor to conduct comprehensive compliance testing for Federal Motor Vehicle Safety Standards (FMVSS), specifically standards 208, 212, 219, 301, and 305. The solicitation requires a qualified testing laboratory with in-house capabilities to perform various vehicle safety tests, including occupant crash protection, windshield mounting, fuel system integrity, and electric shock protection for vehicles. The contract will involve conducting low-risk deployment tests, suppression tests, frontal crash tests, data collection, and detailed reporting, with a Technical Evaluation Panel reviewing proposals. Potential contractors must maintain a fully operational test site within the continental United States and provide calibrated test equipment, with the ability to perform live-streamed tests and submit comprehensive test reports. The proposal submission deadline is January 9, 2025, with no extensions permitted, and only a single contractor will be awarded the contract.

The solicitation is not set aside for any specific business category and is open to qualified testing laboratories. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with a maximum performance period of 66 months, including two 12-month base periods, three 12-month option periods, and a 6-month extension option. The place of performance is Washington, DC 20590, and the contract includes both Firm Fixed Price and Cost Reimbursement elements. The scope includes testing up to 300 suppression tests, 150 low-risk deployment tests, 30 frontal crash tests, and additional specialized testing for electric vehicles and fuel system integrity. While specific award value is not explicitly stated, the solicitation includes detailed pricing templates with 18 distinct Contract Line Item Numbers (CLINs) covering various testing services, equipment, repairs, and support activities.

Notice text

The National Highway Traffic Safety Administration (NHTSA) is an operating administration of the United States Department of Transportation (DOT). NHTSA’s mission is to save lives, prevent injuries and reduce economic costs due to road traffic crashes. The agency develops, promotes, and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies associated with vehicle use and highway travel.

As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSSs). Manufacturers of motor vehicles and items of motor vehicle equipment are required to certify that each product they sell in the United States meets the requirements of all applicable FMVSS.

Under this compliance test program, NHTSA’s Office of Vehicle Safety Compliance (OVSC) will select vehicles and items of motor vehicle equipment for compliance testing. OVSC relies upon the data and analyses generated by the testing to support its investigation whether a vehicle manufacturer’s self-certification is valid.

The Government reserves the right, under this contract, to conduct any or all of these compliance tests in each year, in addition to other occupant protection related testing and analysis in the area of general traffic safety as needed.
