This virtual event, scheduled for July 22, 2025, at 2:00 PM EST via Microsoft Teams, provides a forum for industry partners to present questions about the draft solicitation for this defense procurement opportunity. The contract involves manufacturing personal armor protective inserts in five different sizes over a five-year period through a Firm Fixed Price Indefinite Delivery/Indefinite Quantity arrangement. The procurement falls under NAICS code 339113 for Surgical Appliance and Supplies Manufacturing and is classified under PSC 8470 for Personal Armor. The primary purpose of this Industry Day is to allow interested vendors to submit questions and provide feedback on the draft solicitation before the final version is released within two weeks of the event. Contractors must pre-register by 2:00 PM EST on July 18, 2025, by emailing Andrea.L.Seaman.civ@army.mil with specific company information including business size designation and participant details, with each vendor limited to two participants. Questions should be submitted by 10:00 AM on July 18, 2025, though questions will also be accepted during the session. Eligible contractors must be registered in the System for Award Management as HUBZone small businesses, and the contract will require strict Berry Amendment compliance ensuring all components are produced in the United States with traceable supply chain documentation. The procurement includes rigorous technical evaluation phases, First Article Testing requirements, and comprehensive quality management protocols, with the final solicitation providing a 30-day response window for offerors.
