About this file

The document is an Industry Day Brief for a Small Arms Protective Inserts (SAPI) recompete contract (Solicitation Number W91CRB-25-R-0003) hosted by the US Army Security Assistance Command and Army Contracting Command - Aberdeen Proving Ground. The virtual industry day, held on 22 July 2025, will be a forum for vendors to ask questions about the draft solicitation, with key procurement details including a HUBZone set-aside for a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a 5-year ordering period.

Critical contract requirements include strict Berry Amendment compliance, mandating that all product components be "grown, reprocessed, reused, or wholly produced in the United States" with traceable supply chain documentation. The solicitation timeline indicates the final solicitation will be released within 2 weeks of the industry day, with a 30-day response window for offerors. Specific technical details include using Pathfinder Shoot packs for testing, potential waiver of first article approval testing for existing approved SAPI systems, and incorporation of specific DFARS clauses including Duty Free Entry. The exact quantity of SAPI plates is currently undetermined, with the government noting that requirement levels are unknown.

Submitted Questions

1. Question: How large is the anticipated demand and over what time-period?

Answer: Requirement level is currently unknown. Ordering period will be 5 years.

2. Question: Are textiles used in the program required to be Berry Amendment Compliant?

Answer: Berry Amendment Compliance. The Contractor shall ensure that all delivered products comply with the Berry Amendment, meaning all applicable components of end items are to be “grown, reprocessed, reused, or wholly produced in the United States.” All component parts shall be identifiable and traceable throughout the supply chain and in compliance with the Berry Amendment. The Contractor shall abide by Defense Federal Acquisition Regulation Supplement (DFARS) clause 252.225-7012, Preference for Certain Domestic Commodities and this contract. The Contractor shall provide documentation to the Government each time there are changes to raw material lots in order to validate Berry Amendment compliance.

3. Question: Are textile-based plate backing components, consolidated outside of the USA, also required to be Berry Amendment compliant? (Because they are consolidated composite, no longer a textile, when imported.)

Answer: Yes. DFARS PGI 225.7002-1(a)(1)(ii)(5) discusses SAPI specifically:

“Small arms protective inserts (SAPI plates) are an example of items added to, and not normally associated with, clothing. Therefore, SAPI plates are not covered under the Berry Amendment as clothing. However, fabrics used in the SAPI plate are still subject to the foreign source restrictions of the Berry Amendment. If the fabric used in the SAPI plate is a synthetic fabric or a coated synthetic fabric, the fibers and yarns used in the fabric are not covered by the Berry Amendment, because the fabric is a component of an end product that is not a textile product (see DFARS 225.7002-2(m).

Example: A SAPI plate is compliant with the Berry Amendment if the synthetic fiber or yarn is obtained from foreign country X and woven into synthetic fabric in the United States, which is then incorporated into a SAPI plate manufactured in foreign country Y.”

4. Question: Will testing be performed with surrogate shoot packs. If so, which ballistic design will be utilized in the shoot packs?

Answer: The Pathfinder Shoot packs will be used unless otherwise specified

5. Question: What are the anticipated set asides or advantages for disadvantaged and small business entities?

Answer: The acquisition will be a HUBZone set-aside.

6. Question: When does the Government plan on releasing the final solicitation?

Answer: With-in 2 weeks of the conclusion of Industry Day.

7. Question: How long will an Offeror have to respond to the solicitation?

Answer: 30 days

8. Question: What are the estimated minimum & maximum number of plates per contract year by size?

Answer: Estimated future requirements are unknown at this time.

9. Question: How many awards is the Government planning on making?

Answer: One single award IDIQ contract.

10. Question: Does the U.S. Government plan on incorporating DFAR 252.243-7002 Request for Equitable Adjustment or DFAR 252.225-7013 Duty Free Entry?

Answer: Yes, both will be included.

11. Question: Would the government consider waiving the requirement for PDM testing if an approved SAPI system is in production and compliance can be demonstrated?

Answer: The Government may waive the requirement for first article approval testing for identical SAPI items with an existing and current, Contracting Officer signed, FAT approval Letter
