About this opportunity
The Naval Supply Systems Command intends to procure one discharge air valve (Part Number 3314765-15, NSN 1660-015101166) through a sole source procurement on a non-competitive basis. The Government is seeking this aircraft air conditioning and pressurizing equipment component through NAVSUP Weapon Systems Support in Philadelphia under the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302, indicating that only one responsible source can satisfy agency requirements. While Lockheed Martin has been identified as the primary source, the Government will consider capability statements, proposals, and quotations from all responsible sources within 45 days of this synopsis, which extends to April 23, 2026. The procurement will be evaluated under the provisions of FAR Part 15 and FAR Part 12 (commercial items acquisition), and award is anticipated under the existing Basic Ordering Agreement N0038320GV601. The due date for submissions is March 24, 2026, allowing potential contractors 15 days from the posting date to respond.
This procurement carries no small business set-aside designation and is being conducted without data rights, as the Government does not own the technical drawings or data necessary to source this component from alternative manufacturers. Lockheed Martin (CAGE Code 98897) is the anticipated sole source contractor, though any firm not currently approved to manufacture this material must submit a Source Approval Request (SAR). The procurement specifies a quantity of one unit with no stated contract value or timeline provided in the notice. The requisite NAICS classification is 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), and the procurement will utilize electronic procedures for submission and communication. The Government has indicated it will not delay the procurement to await SAR approval, emphasizing the urgent nature of this requirement.
