About this opportunity
The Defense Logistics Agency Aviation is seeking to procure specialized spare parts for the Patriot Missile System through a sole-source pre-solicitation notice. The contract will support Patriot Radar and BMC41 upgrades for the Program Executive Office Missiles and Space, with a focus on pricing approximately 140 unique part numbers including electronic and mechanical components such as switches, cable assemblies, circuit cards, filters, and sensors. This acquisition is being processed under Federal Acquisition Regulation 6.302-1(a)(2), which acknowledges limited competitive sources, specifically restricting the opportunity to Raytheon (CAGE CODE: 05716). Interested firms must communicate directly with Kelsey Brown via email at kelsey.e.brown@dla.mil, providing company details and contact information to request the solicitation. The current estimated response deadline is May 20, 2025, though this date may be adjusted based on solicitation release timing.
The pre-solicitation is not set aside for any specific small business category and will be structured as an indefinite delivery requirements type contract with a yet-to-be-determined contract number. Raytheon is the exclusive potential contractor for this opportunity, with the government indicating that competitive data or specifications cannot be economically obtained. While specific award value ranges are not disclosed, the contract will support critical upgrades to missile defense infrastructure. Foreign firms are explicitly reminded that solicitation requests must be processed through their respective embassies. Contractors are encouraged to seek source approval for potential future competitive opportunities, suggesting the government may be interested in expanding the supplier base for subsequent procurements of similar Patriot Missile System components.

Until then, the Defense Logistics Agency is continuing to issue solicitations against the new contract, which is being worked under SPRBL1-25-R-0001. The P/Ns in the attachment referenced above will be placed on the new indefinite delivery requirements type contract (Contract number TBD) to support the Patriot Radar and BMC41 upgrades in support of Program Executive Office Missiles and Space (PEO MS) Integrated Fires Mission Command (IFMC).
This item is restricted to: RAYTHEON, CAGE CODE: 05716. As a result, this acquisition is currently being procured under Federal Acquisition Regulation (FAR) 6.302-1(a)(2) having only a limited number of responsible sources. The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation.
All offerors must meet prequalification requirements in order to be eligible for award. Firms that recognize and can produce the required item described above are encouraged to identify themselves. Contractors are encouraged to seek source approval in order to compete for future solicitations by emailing inquiries to the POCs listed with this announcement. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requests for solicitation must be processed through their respective embassies.
