About this opportunity
The Federal Mediation and Conciliation Service seeks Adobe Acrobat Pro for Enterprise and Adobe Creative Cloud All Apps license subscriptions on a brand-name basis, with proposals due June 8, 2026, and questions due June 3, 2026. This is a 100% Service-Disabled Veteran-Owned Small Business set-aside, restricting competition to certified SDVOSB concerns.
Place of performance is Washington, DC. The requirement includes 38 licenses of Adobe Acrobat Pro for Enterprise and 3 licenses of Adobe Creative Cloud All Apps for Named Users, with a period of performance from July 15, 2026, through July 14, 2027. Offerors must be authorized Adobe vendors, certified SDVOSB concerns, small under NAICS 513210 (Software Publishers), and registered in SAM.gov. The brand-name justification reflects FMCS's reliance on Adobe's existing integration with current workflows, document management, PDF editing, redaction, and creative design functions; the contracting officer determined that alternative software cannot adequately meet these needs without requiring workflow conversion, user retraining, and transition support. Award will be made to the responsible offeror whose quote represents the best value considering price and any stated evaluation factors. The PSC code is 7A21, IT and Telecom—Business Application Software. Quotes must be submitted electronically to Bronson Madero at bmadero@fmcs.gov; faxed or mailed submissions will not be considered.
