About this opportunity
The U.S. Army Corps of Engineers, New England District seeks flooring replacement at Hop Brook Lake Office in Middlebury, Connecticut, with proposals due August 28, 2026. This is a Total Small Business set-aside; the RFQ is firm fixed-price with estimated value between $25,000 and $100,000, and uses FAR Part 13 simplified acquisition procedures.
Place of performance is Middlebury, Connecticut. The scope comprises removal of approximately 1,146 square feet of existing carpet and installation of approximately 1,266 square feet of 100% waterproof Greenguard Gold or FloorScore Certified Rigid Core Luxury Vinyl Plank flooring, plus finishing approximately 120 square feet of stairs. Approximately 423 square feet of asbestos-containing tile requires removal and remediation by a State of Connecticut certified asbestos removal company in compliance with all federal, state, and local regulations. The contractor must relocate office furniture and return items to original locations. Contract performance period is 90 calendar days from Notice to Proceed.
The NAICS code is 238330, Flooring Contractors, with a Small Business Size Standard of $19 million. All vendors must have an active SAM.gov registration at submission; failure to register results in rejection as nonresponsive. Preconstruction submittals—including Accident Prevention Plan, Activity Hazard Analysis, Site Safety and Health Officer Designation, and first-aid/CPR certifications—must be submitted within 21 days of award and accepted before field work begins. Contractors must provide either a Payment Bond or Irrevocable Letter of Credit equal to 100% of contract price within 10 days of award. A Performance Bond is required if contract price exceeds $150,000. Construction wage rates and USACE safety standards apply. Evaluation criteria include technical capability, price, and past performance. Amendment 0002, effective August 25, clarifies that click-together/floating LVP installs on main and second floors with glue-down LVP on stairs and landing, and that daily air monitoring during asbestos removal is contractor-performed rather than third-party.
