About this file

This is Amendment 0002 to Solicitation W912WJ26QA147, issued by the U.S. Army Corps of Engineers New England District on August 25, 2026. The amendment extends the solicitation closing date from August 26, 2026 to August 28, 2026 at 5:00 PM Eastern time. Offerors must acknowledge receipt of this amendment prior to the revised closing date through one of three methods: completing and returning the amendment document, acknowledging receipt on each copy of the offer submitted, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers.

The amendment adds two questions and responses to a Request for Information section addressing project specifications and air monitoring requirements. Response 1 clarifies that click-together/floating luxury vinyl plank (LVP) will be installed on the main floor and second floor offices, with glue-down LVP installed only on the stairs and landing. Response 2 clarifies that daily air monitoring during asbestos removal must be conducted by the contractor or designated employees (SSHO, CP) rather than a third-party industrial hygienist, though a third-party hygienist is required for post-abatement inspection. All other terms and conditions of the original solicitation remain unchanged and in full force and effect.

REQUEST FOR INFORMATION:

QUESTION 1: Could you please confirm whether the Government requires click-together/floating LVP for the main floor areas and glue-down LVP for the stairs, as currently described in the solicitation; or glue-down LVP throughout the entire project?

RESPONSE 1: Click together/floating LVP will be installed on the main floor and second floor offices. Glue-Down LVP will be installed only on the stairs/landing.

QUESTION 2: The solicitation requires an air monitoring plan addressing personal, environmental, and clearance monitoring and states that continued exposure monitoring may be required based on the initial exposure determination. It also requires a post-abatement inspection by an independent licensed industrial hygienist. Could you please clarify whether the Government requires daily air monitoring by a third-party industrial hygienist during active asbestos removal, in addition to the required post-abatement inspection and final clearance testing? If daily monitoring is not required, could you please confirm the expected frequency or applicable monitoring requirement during the active removal period so that we can ensure it is accurately accounted for in our pricing?

RESPONSE 2: Daily air monitoring is not required by a third party, but is required to be done by the Contractor or one of his designated employees (SSHO, CP). A third party hygienist is required for the post abatement inspection.
