About this opportunity
Naval Supply Systems Command (NAVSUP Fleet Logistics Center Norfolk) is conducting a women-owned small business (WOSB) set-aside procurement for annual inspection and maintenance services on a modular floating boat dock system with 12 boat slips, with proposals due October 1, 2026 at 10:00 AM. The work supports Navy Security Force training operations at the Center for Security Forces Learning Site Little Creek on Joint Expeditionary Base Little Creek in Virginia Beach, Virginia. The contract runs for a 12-month base year (November 15, 2026 through November 14, 2027) with four optional one-year renewal periods extending through November 14, 2031 on a firm fixed-price basis. The contractor must provide supervision during normal operating hours (0700–1600 Monday through Friday, with weekend work available if coordinated) and comply with safety requirements including restrictions on heat or spark-producing equipment in hazardous areas. Work is performed at Learning Site Little Creek, 1955 11th Street, Building 3870, Virginia Beach, VA 23459, with final inspection conducted by CENSECFOR's appointed representative. Quotes should be submitted to Jason Parker (jason.k.parker4.civ@us.navy.mil) and Amy Barnes (amy.m.barnes14.civ@us.navy.mil). Award will be made to the responsible offeror offering the lowest price, evaluated cumulatively across the base year and options. The solicitation incorporates Service Contract Labor Standards provisions with equivalent federal wage rates for general maintenance workers. The procurement is conducted under simplified procedures using NAICS 488390 (other support activities for water transportation) and PSC J019 (maintenance/repair/rebuild of equipment—ships, small craft, pontoons, and floating docks).
