About this opportunity

The Federal Aviation Administration (FAA) is conducting a market survey to identify potential vendors for its Flight Program's Total Navigation Solution (TNS), which encompasses comprehensive flight planning, operational navigation, international trip planning, and ground handling support services. The agency seeks capabilities from both large businesses and small businesses, including service-disabled veteran-owned, women-owned, and 8(a) certified firms to support its fleet of approximately 29 aircraft. Interested vendors must submit a 10-page capability statement by June 26, 2025, detailing their service capabilities, past performance, and proposed approach to meeting the contract requirements. The market survey will help the FAA develop its procurement strategy, which may result in full and open competition or a set-aside procurement. A question-and-answer period will be open until June 15, 2025, with submissions to be sent via email to Erick Martinez.

The procurement is classified under NAICS code 488190 with a size standard of $40 million, indicating potential for significant contract value. The TNS contract will require generating approximately 16,000 filed flight plans annually and supporting 25 international missions with comprehensive services including flight plan preparation, overflight and landing permit coordination, diplomatic clearances, and real-time flight monitoring. While no specific incumbent is mentioned, the contract demands advanced technological capabilities including web-based and mobile flight planning interfaces, electronic aeronautical charting, and navigation databases compatible with multiple avionics systems. The FAA emphasizes that this is not a formal request for proposals, and vendors will not be compensated for their market survey responses. The agency reserves the right to modify the Performance Work Statement prior to issuing a final solicitation and will develop its acquisition strategy based on the responses received.

Notice text

The purpose of this announcement is to conduct a market survey to solicit statements of interest and capabilities from interested vendors in accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1. This market survey will enable the FAA to review responses that are current and will assist with acquisition planning based on the current data obtained. The responses to this market survey will be used for informational purposes only.

The FAA’s Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK, has a requirement for the operational, integration, maintenance, and support of Federal Aviation Administration (FAA) Flight Program’s Total Navigation Solution (TNS) to enhance flight planning, operational navigation capabilities, International Trip Planning Services, and ground handling support.

However, interested respondents are cautioned that the Government, at its discretion, may update and or revise this Performance Work Statement (PWS) prior to release of the Screening Information Request (SIR)/Request for Offer (RFO) for the follow-on contract.

At this time, the acquisition strategy and nature of competition has not been determined for the follow- on contract. The Government invites expressions of interest and capability statements from large businesses, as well as all categories of small businesses, including service-disabled veteran-owned small businesses, women-owned small businesses, and 8(a) certified firms, that can provide the necessary items and services. Depending on responses to this survey and analysis of market research collected, the Government will develop and refine its procurement strategy at its discretion, which may involve a full and open competition, a set-aside of all or part of the procurement, or pursuit of another acquisition strategy that the Government determines is in its best interest in order to fulfill its requirements.

The principle North American Industry Classification System (NAICS) code for this effort is 488190 Other Support Activities for Air Transportation with a size standard of $40.0 million.

THIS IS NOT A REQUEST FOR PROPOSALS OR OFFERS. A SIR/RFO may be made under a separate announcement in the future. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing vendor responses to this market survey. Therefore, any cost associated with a market survey submission is solely at the interested vendor’s expense.
