About this opportunity
The Federal Aviation Administration (FAA) Office of Aerospace Medicine is issuing a Request for Information (RFI) and market survey to identify small businesses capable of supporting the Flight Attendant Drug and Alcohol Program (FADAP). The services being procured include maintaining outreach program infrastructure, preparing and distributing education and training materials, conducting training seminars focused on peer identification and intervention, and providing administrative support. Key requirements encompass conducting annual educational seminars, developing educational materials, recruiting mentors, maintaining a tracking database and website, implementing an outreach plan, engaging with an Advisory Board, and delivering program management services. The responses to this RFI will inform the FAA's acquisition strategy and determine whether sufficient competition exists to designate the contract as a small business set-aside. Interested vendors must submit responses by January 22, 2026, with submissions limited to 13 pages including a cover sheet, capabilities statement, and documentation of past experience, to be submitted to the AAQ 460 Contracting Officer via email.
No set-aside designation has been identified at this time, as the acquisition strategy has not yet been finalized. The RFI document does not identify any current incumbents or previous contractors for this program. No specific award value or budget range has been disclosed in this pre-solicitation notice. The contract is designed to support a substance abuse treatment program specifically tailored for flight attendants, with the objective of helping identify, treat, and facilitate return to work for affected professionals. Program modifications and alternative delivery methods beyond traditional face-to-face meetings are anticipated to be acceptable, provided that program objectives are successfully met and accommodating the lessons learned from the Coronavirus Pandemic regarding public engagement.
Notice text
The Federal Aviation Administration (FAA) Office of Aerospace Medicine (AAM) is issuing a Request for information (RFI)/ Market Survey for vendors that can support the Flight Attendants Drug and Alcohol Program (FADAP). The purpose of this RFI is to solicit statements of interest and capabilities from small businesses capable of providing the services outlined in this document, in the timeframe stated in this document. The responses to this RFI will help determine the acquisition strategy and whether adequate competition exists to set aside the competition among small businesses. Below is a list of required services: The work includes maintaining the necessary infrastructure of an outreach program, preparing and distributing education and training materials, conducting training seminars on peer identification and intervention, and the provision of administrative support for the project as specified herein. Due to the past public health emergency (Coronavirus Pandemic), program modifications must be anticipated due to restrictions on face-to-face public meetings or responses of the target audiences’ willingness to participate in the same. While those future states cannot be sufficiently predicted at the time of contract award, alternative methods to perform the deliverables of the Statement of Work will be acceptable provided the program objectives are met.
