About this opportunity
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is soliciting proposals for renovation and construction services at the FLETC Burn Cell Complex, which supports the ATF National Academy's Arson and Explosives Training Program. The work involves tear-out and build-in interior renovation of specialized training cells, including two Flashover Cells, ten Burn Cells, and four Post Blast Cells used for fire and explosives investigation training. Contractors must demonstrate technical competency in understanding project requirements and scheduling, maintain strict compliance with OSHA and EPA regulations, pass security background checks, and be capable of responding to emergency repairs within 24 hours. The government will evaluate proposals using Lowest Price Technically Acceptable (LPTA) procedures based on three factors: Technical Acceptability, Past Performance (recency and relevance within the last three years), and Price. The deadline for proposal submission is November 7, 2025, at 3:00 PM ET, with questions due by November 4, 2025.
This solicitation is designated as a 100% Total Small Business set-aside with no incumbent contractor identified. The contract is structured as a firm-fixed-price Indefinite Delivery/Indefinite Quantity (IDIQ) agreement covering a 12-month base period plus four 12-month option periods, extending from November 21, 2025, through November 20, 2030. Prospective offerors must provide references demonstrating successful completion of three similar federal or commercial contracts of comparable scope and complexity within the past three years. The renovation work includes installing specific materials such as 1/2" sheetrock, electrical receptacles, windows, doors, plywood flooring, carpet pads, and carpet in each cell type. The primary place of performance is the ATF National Academy at 1131 Chapel Crossing Road, Building 681, Glynco, Georgia, with a NAICS code of 236118 (Residential Remodelers) and size standard of $33.5 million.
