PROGRAM

STATEMENT OF WORK

1.1 Introduction.

This Statement of Work (SOW) is for Tear Out, Labor and Materials required to Build In Framing of the interior of the Practical Exercise Compound “Burn Cells, Flashover Cells and Post Blast Cells” at the ATF National Academy's Arson / Explosives Range at the Federal Law Enforcement Training Center (FLETC), Glynco, Georgia.

1.2 Background

1.2.1 Training Background

ATF is the primary federal law enforcement agency with fire and explosive related jurisdiction that conducts critical incidents, Post Fired and Post Blast, Origin and Cause Investigative Training. ATF National Academy trains its agents, other federal agencies, State and local Public Safety personnel as well as international students in the Origin of Cause phase of the Fire and Explosives Investigation. This training conducted at FLETC consists of Special Agents Basic Training (SABT) classes, state and local classes (various advanced technical and investigative programs) and (advanced) International classes. To facilitate the delivery of these classes, and reinforce classrooms concepts and retention of investigative principles, practical exercises are conducted wherein the students observe live fire demonstrations and conduct investigation of the fire and/or explosive events.

1.2.2 Fire and Explosives Range Configuration

The fire and explosives training area are located within the National Academy’s Compound at the north end of the Federal Law Enforcement Training Center in Southeast Georgia and encompasses approximately 100 acres. The Fire/Arson Practical Exercise Compound includes two (2) side by side - Flashover Cells, ten

(10) Bum Cells and four (4) Post Blast Cells. Concrete pads support the after mentioned and are designed to retain potentially hazardous water runoff from suppression activities.

1.2.3 Objectives

The requirements of the contract as stated in terms of objectives and standards desired for providing labor and materials are required to Tear Out Existing Interior and Build In New Interior. The SOW defines the labor to be performed to meet the stated contract objectives. The contractor shall communicate with the contracting office

Representative (COR) regarding the Tear Out and Build In schedule to ensure adherence to the training schedules and the delivery of the training classes at the ATF National Academy. We expect the contractor will need to make visits to the work site in order to complete the Tear Out and Build In of the cells.

1.2.4 The contractor shall provide the labor materials, tools and equipment necessary to TEAR OUT the existing interior of the cells and build in the interior. This Tear Out must meet the needs of the Arson and Explosives Program managers to insure a state-of-the-art delivery of the Arson and Explosives Training Program.

1.3 Scope

The focus of this contract is the labor AND materials required to "Tear Out" and "BUILD IN" of the practical exercise burn/flashover/post blast cells as described in Paragraph 1.2.2 in such a fashion that it is acceptable for usage in the ATF National Academy's presentation of the fire and Explosives Investigative Training programs. The Academy staff will provide the contractor with a Standard Operating Procedure (S.O.P), Range safety briefing.

Part 2 Definitions

2.1 Specific Contract Definitions

The Fire investigation complex is the area directly inside the main FLETC Arson/Explosives Range Gate that includes two (2) side by side flashover cells, ten (l0) Burn Cells, and (4) Post Blast cells. Concrete pads support the aforementioned structures and are designed to retain potentially hazardous water runoff from fire suppression activities. The runoff from these pads is channeled into two (2) large retention vessels at the east end of the complex. This complex also includes a spectator area with bleachers searing metal storage sheds that contain furniture, training equipment and supplies.

2.1.1 The Post Blast/Explosives Investigations Complex area is located adjacent to the asphalt tarmac at the north end of the Explosives Range/Demonstration Area. It consists of four (4) cells that are covered by a stand-alone roof that covers the cell and provides protection from weather elements. This complex also includes metal storage sheds that contain furniture and training equipment and supplies.

Part 3. Requirements

3.1.1

The “Build in" phase that includes hanging, mudding and taping sheetrock, installing windows, doors and duplex electrical receptacles. In addition, the contractor must provide all materials related to the installation of plywood flooring that is covered with pad and carpet. Metal flashing will be installed on the exterior concrete wall surfaces around the windows and doors of each bum cell to protect finish from spalling as a result fire venting through the windows and doors during live fire. While in the "Build In" phase, the contractor will ensure that the work area is kept clean and free of nails and screws and that the pad area is swept at the end of the workday.

3.1.2 The ''Tear Out” phase, includes removing all debris within the cell from previous practical exercises to include furniture and accoutrements. In addition to strip cells of sheetrock, the contractor must remove windows and doors, plywood floors and duplex electrical receptacles, switches and ensure that the work area is clean and free of nails and screws by sweeping the pad area at the end of the workday, subsequent to students having performed their investigations, will be performed as soon as reasonably possible and also requires attention to detail. While there may be some flexibility in program delivery forecast dates, once the program delivery date is identified, there is no flexibility. The work projects must be performed and completed and performed on time.

3.1.3 The contractor is expected to perform work on the below listed projects:

a) FLASHOVER CELLS

The FLASHOVER CELLS (2 ea.) sit side by side and are constructed of concrete with 2" X 4" Studding that is 24" on center. The FLASHOVER CELLS measure approx. 10' X 13'X 8' (inside dimensions) and are unique in that one of the four walls is missing to enable students can view the fire’s growth and development during training classes at the ATF National Academy explosives range. There is a 2” concrete drop wall from the ceiling where the fourth wall would normally be. This 2” drop will be covered with sheetrock on the inside, at the bottom of and outside, up to the roof level. This 2' drop keeps the superheated gases from escaping during the live fire demonstration to illustrate the phenomena of the flashover transition stage of fire development. The inside of the FLASHOVER CELLS (walls and ceiling) must be covered with Y2" sheetrock, allowing one to open for a duplex electrical receptacle. All seams and joints must be covered with paper tape and two separate mud applications making sure to allow sufficient drying time before the second application of mud. The sub floors will be covered with ¼" plywood and the contractor shall install carpet pads and carpet. Attention to detail is critical as temperatures within the cells normally reach and at times exceed 1400 degrees F. An electrical duplex receptacle with an attached 3' “electrical conductor ...pigtail” must be installed in each cell upon one wall at the direction of ATF staff. These receptacles will be energized during the live fire demonstration by ATF staff. It is of the utmost importance that the work area be kept clean and free of debris (nails and sheetrock screws) as emergency vehicles transit the area of the SIDE BY SIDE - FLASHOVER CELLS.

b) BURN CELLS

The BURN CELLS (10 ea.) sit adjacent to the Flashover Cells and are constructed of concrete with 2" X 4" studding 24" on center. The Bum Cells measure approx. 13' X 9' X 8' (interior dimensions) with one door measuring 36" X 80" and one window measuring 36"X 36". All walls and the ceiling will be covered with Y2" sheetrock with allowances made for one (1) sprinkler head in the ceiling. Electrical duplex receptacles with an attached 3' electrical conductor "pigtails" will be installed in each cell within each wall, except for the front wall with the doorway. These duplex outlets will be energized during the live fire demonstration by ATF staff. All seams and joints will be covered with paper tape and two separate applications of mud allowing for the first application to completely dry before the application of the second layer of mud. Quarter inch (¼") plywood will cover the sub floors and the contractor will install carpet pad and carpet. Tin flashing will also be installed above both window and door openings to aid in minimizing the structure’s exposure to flame impingement. Attention to detail is critical as temperatures can reach and at times exceed 1400 degrees F. It is of the utmost importance that the work area be kept clean and free of debris (nails and sheetrock screws) as emergency vehicles transit the area of the BURN CELLS. The contractor is expected to install and remove the aforementioned materials.

c) POST BLAST CELLS

The POST BLAST CELLS (4 Ea.) sit adjacent to the asphalt tarmac at the north end of the Explosives Range/Demonstration area and are covered by a stand alone roof that covers the cells and provides protection from weather elements. The post blast cells measure approx... 11.5’ X 9.5’X 8’ (interior dimensions) with one door measuring 36" X 80" and one window measuring 36" X 36". All walls and the ceiling will be covered with 1/2’ sheetrock. At the discretion of ATF staff, an electrical receptacle will be inserted into each wall. These outlets will not be energized and as such do not need electrical conductor “pigtails” attached to them. All seams and joints will be covered with paper tape and two separate applications of mud allowing for the first application to completely dry before the application of the second layer of mud. Quarter inch (¼") plywood will cover the sub floors and the contractor will install carpet pad and carpet. It is of the utmost importance that the work area be kept clean and free of debris (nails and sheetrock screws) as emergency vehicles transit the area of the POST BLAST CELLS.
