About this opportunity
The Department of Agriculture Animal and Plant Health Inspection Service (APHIS) has issued a Special Notice announcing its intent to award a sole source contract for the purchase of specialized flashtags designed to prevent livestock predation. The notice, posted on August 28, 2025, seeks to procure 1,800 flashtags and three controller units from a U.S. manufacturer capable of producing these innovative devices. The flashtags are sophisticated ear tags equipped with green and/or red LED lights, motion sensors, battery operation, and ambient light sensitivity that activates the lights only during nighttime hours. This procurement is being conducted under Federal Acquisition Regulation 6.302-1, which allows for sole source contracting when supplies are available from only one responsible source. The contract is set aside for small businesses and is intended to support the USDA-NWRC-Predator Project's research efforts.
The primary objective of this procurement is to acquire flashtags that preliminary research suggests can decrease livestock predation by approximately 50%, helping ranchers protect their animals from predators such as coyotes, wolves, and bears. Contractors responding to this notice must demonstrate clear and convincing evidence of same or equal performance capabilities by the September 11, 2023 deadline. The selected contractor must deliver the initial order within 60 calendar days, provide an operations and maintenance manual, offer virtual training for controller unit usage, and warranty any non-functioning tags. Market research identified Herddogg as the only U.S. company capable of manufacturing these specialized tags at approximately $22 per unit, totaling $39,750 for the complete order. The contract will support ongoing research with ranchers throughout the western United States, with potential for future competitive opportunities if other companies develop similar high-quality products.
