About this file

This Statement of Work (SOW) details a contract for purchasing flashtags to help prevent livestock predation. The USDA-NWRC-Predator Project seeks to acquire 1,800 flashtags and 3 controller units from a U.S. manufacturer, using an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The flashtags are specialized ear tags with green and/or red LED lights, motion sensitivity, battery operation, and ambient light sensors designed to activate only at night.

The contract requires the vendor to provide an operations/maintenance manual, deliver the initial order within 60 calendar days, and offer virtual training for using the controller units. The key government contacts are Stewart Breck (USDA/APHIS/NWRC) as the technical point of contact, Linda W. Washington as the Contracting Officer, and Mariah Shanks as the invoicing contact. Preliminary research indicates these flashtags can potentially decrease livestock predation by 50%, helping producers protect against losses from predators like coyotes, wolves, and bears.

STATEMENT OF WORK

Flashtags

TITLE OF CONTRACT

Flashtags for livestock protection from predation.

BACKGROUND

Predators such as coyotes, wolves, black bears, grizzly bears, and mountain lions cost US livestock producers millions of dollars annually. Preventing predation can save individual livestock producers tens of thousands of dollars annually, and these savings can mean the difference in staying in or going out of business. A new product has recently been invented by USDA personnel called a flashtag that helps prevent predation events. The flashtag is an ear tag that is attached to livestock on open range and that is designed to protect livestock from predators such as coyotes, wolves, black bears, grizzly bears and mountain lions. Preliminary efforts indicated that flashtags can decrease predation by 50% saving livestock producers’ valuable income. However, there remains important research to be done on the value and effectiveness of flashtags so we have better understanding of when and how they should be used to maximize effectiveness.

TYPE OF CONTRACT

An Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be used for purchasing a batch of flashtags that will be used for further research to help optimize the efficacy of this product for livestock producers throughout the US.
