About this opportunity

The National Park Service Southeast Region is soliciting proposals for flagpole enhancement and restoration services at Fort Frederica National Monument in St. Simons Island, Georgia. The project encompasses a comprehensive restoration including lead-safe surface preparation and coating rehabilitation of the existing steel flagpole, installation of underground electrical service with flag lighting, construction of a concrete walkway with Faux Tabby finish, erection of a brick-clad architectural pedestal, and placement of visitor benches. Contractors must possess small business designation in SAM.gov and comply with federal prevailing wage requirements for the applicable Georgia counties. Evaluation will be based on technical approach, past performance and experience, and cost reasonableness, with non-cost factors weighted as significantly more important than cost. Key deadlines include April 21, 2026, at 4:00 p.m. ET for submission of questions, May 1, 2026, at 5:00 p.m. EDT for receipt of past performance questionnaires from references, and May 15, 2026, at 5:00 p.m. ET for proposal submission (extended from the original May 8 deadline).

This solicitation is designated as a Total Small Business set-aside, requiring all bidders to meet small business size standards. The estimated contract value ranges between $25,000 and $100,000 as a firm fixed-price award, with work to be performed at Fort Frederica National Monument. The contractor must commence work within 10 calendar days of receiving notice to proceed and complete all work within 270 calendar days, resulting in a total performance period from June 1, 2026, through May 31, 2027. Performance and Payment bonds are required at 100 percent of the total contract amount, and contractors must maintain liability insurance with minimum coverage of $500,000 workers compensation, $250,000 general liability per person and $500,000 per occurrence, and $500,000 property damage. A mandatory site visit was conducted on April 15, 2026, and proposals must include completed SF-1442 forms, technical proposals not exceeding 20 pages, past performance questionnaires for three relevant projects from the past five years, capabilities documentation, and detailed cost proposals with specified breakouts.
