FORT FREDERICA NATIONAL MONUMENT

FLAGPOLE RESTORATION AND BEAUTIFICATION

NATIONAL PARK SERVICE (NPS)

1.0 BACKGROUND

Fort Frederica National Monument (FOFR) preserves significant 18th-century cultural resources and provides visitor services within a historically sensitive landscape setting. The flagpole area near the Visitor Center is a focal point for visitor arrival and interpretation. Address: 6515 Frederica Rd. St. Simon Island, GA 31522.

Existing conditions include deteriorated coating on the steel flagpole, limited nighttime visibility of the flag, aging pedestrian surfaces, and a lack of coordinated site furnishings in the area.

This project improves the functionality and visual integration of the flagpole area while maintaining compatibility with the historic character of the Visitor Center setting.

Project objectives include:

• Installing lighting to allow the flag to be flown in accordance with flag display practices during evening hours

• Rehabilitating the flagpole to prevent corrosion and extend service life

• Constructing a Faux Tabby Finish concrete sidewalk surface that reflects the existing materials and character of the Visitor Center site

• Providing a brick-clad pedestal that visually anchors the flagpole while remaining non-structural

• Installing benches to improve visitor comfort and site use

2.0 SCOPE OF WORK

The Contractor shall provide all labor, supervision, materials, equipment, tools, transportation, and incidentals necessary to complete the following work at the FOFR flagpole area:

• Perform surface preparation and full coating rehabilitation of the existing steel flagpole

• Provide underground electrical service from the Visitor Center to the flagpole area

• Install lighting, transformer, controls, pedestal, and associated conduit systems

• Construct new concrete walkway areas with Faux Tabby Finish

• Construct a framed and brick-clad architectural pedestal around the existing flagpole footing

• Furnish and install two exterior benches

Work includes coordination of construction sequencing to protect new and existing site features and to prevent conflicts between trades.

3.0 TASKS

3.1 – Flagpole Surface Preparation and Coating (Lead-Based Paint Compliance)

3.1 – Flagpole Surface Preparation and Coating

Laboratory testing has confirmed the presence of lead-based paint on the existing steel flagpole. All surface preparation and coating activities shall be performed in accordance with applicable lead-safe work practices and environmental protection requirements.

The Contractor shall rehabilitate the existing steel flagpole coating system using non-abrasive, lead-safe surface preparation methods. Open abrasive blasting is prohibited.

The Contractor shall remove the halyard, cleats, and accessories as necessary to complete the work.

Surface preparation shall be limited to the removal of loose rust, scale, and deteriorated coatings using methods such as:

• Hand scraping

• Hand sanding

• Power tool cleaning only when equipped with integral shrouds and HEPA vacuum attachments

Surface preparation shall achieve a condition equivalent to SSPC-SP 2 (Hand Tool Cleaning) and SSPC-SP 3 (Power Tool Cleaning) sufficient to provide sound substrate and adequate adhesion for the specified coating system.

All work shall be conducted in compliance with OSHA 29 CFR 1926.62 (Lead in Construction). The Contractor shall implement lead-safe work practices including, but not limited to:

• Establishment of a regulated work area

• Use of appropriate personal protective equipment

• Prohibition of dry sweeping or uncontrolled dust generation

• Use of HEPA-filtered equipment

• Daily cleanup of work areas

Containment Requirements (Exterior Work):

• Provide ground containment consisting of secured polyethylene sheeting extending a minimum of 10 feet from the base of the flagpole

• Prevent migration of paint chips, dust, or debris beyond the containment area

• Collect, containerize, and properly dispose of all lead-contaminated waste in accordance with federal, state, and local regulations

• Maintain the work area free of visible debris at the end of each workday

Following surface preparation, the Contractor shall apply a compatible high-performance coating system consisting of:

• Epoxy corrosion-inhibiting primer

• High-build epoxy intermediate coat where required

• UV-resistant aliphatic polyurethane finish coat, color white

Coatings shall be applied only within manufacturer-recommended environmental limits.

The coating system shall achieve a total Dry Film Thickness (DFT) between 8 and 12 mils with individual coat thicknesses as follows:

• Primer: 2–4 mils DFT

• Intermediate: 4–6 mils DFT

• Finish: 2–3 mils DFT

DFT shall be verified using a calibrated dry film thickness gauge in accordance with ASTM D7091. Areas failing to meet specified DFT requirements shall be recoated.

Upon completion, the Contractor shall reinstall all removed hardware and verify proper flag operation.

3.2 – Electrical Service and Lighting Installation

The Contractor shall install new electrical service to the flagpole area.

The Contractor shall provide one continuous 120-volt, single-phase, 20-amp branch circuit from the Visitor Center electrical panel to the flagpole-area lighting pedestal. The distance is approximately 185’. Conductors shall be copper and shall be no smaller than #12 AWG. Conductors shall be sized to limit voltage drop to 3% maximum at the pedestal under the actual connected load, and conductors shall be upsized as required.

The branch circuit shall be installed in 2-inch diameter PVC Schedule 80 conduit. Underground conduit shall be installed with a minimum of 24 inches of earth cover. Approximately 85 linear feet of conduit shall be installed by directional boring beneath existing sidewalks and the parking area. The conduit shall be installed as a continuous run without underground splices and shall include a pull string.

The Electrical Contractor shall furnish and install a corrosion-resistant Unistrut-mounted pedestal assembly. The pedestal shall support a weatherproof GFCI receptacle with an in-use cover, an outdoor-rated step-down transformer, and an astronomical timer control.

Low-voltage lighting conductors shall be installed in a separate conduit system extending from the transformer to each fixture location.

The Contractor shall install two (2) in-grade, walk-over rated LED luminaires in the concrete at the locations shown on the drawings.

3.3 – Concrete Walkway with Faux Tabby Finish

The Contractor shall place new concrete 4’ wide walkway sections with a minimum thickness of 4” using air-entrained concrete with a minimum compressive strength of 4,000 psi.

• The walkway surface shall receive a Faux Tabby Finish.

• Washed oyster shell shall be broadcast over the surface of freshly placed concrete.

• The shells shall be embedded to achieve approximately one-sixteenth inch of mortar cover.

• A surface retarder shall be applied to delay the set of surface paste.

• After initial curing, the surface shall be washed to expose the shell.

• The contractor shall cut control joints at spacing to match existing concrete surfaces.

• The surface shall then be cured and sealed.

Full-depth expansion joints shall be installed wherever new concrete abuts existing concrete.

3.4 Brick-Clad Pedestal Construction

The Contractor shall construct a non-structural architectural pedestal around the existing flagpole footing.

The pedestal core shall consist of pressure-treated framing with marine-grade plywood sheathing. A continuous capillary break shall be installed between the concrete footing and wood framing.

The sheathing shall be covered with 30-pound asphalt felt or equivalent weather-resistive barrier. A minimum one-inch air cavity shall be maintained between the WRB and the brick veneer. Brick ties shall be corrosion resistant.

Brick veneer shall consist of modular brick laid in running bond with 3/8-inch mortar joints. The veneer shall be constructed to fifteen courses in height, approximately 39⅜ inches to the underside of the cap.

Through-wall flashing and weep openings shall be provided at the base of the veneer.

A precast concrete cap with drip edges shall be installed. The total finished height of the pedestal shall not exceed 49 inches.

3.5 – Site Furnishings Installation
