About this file

This is a Questions and Answers document for solicitation 140P542R0008, Fort Frederica National Monument – Flagpole Enhancement, issued by the National Park Service. The Q&A addresses three key inquiries received prior to the April 21, 2026, 4:00 PM EST question deadline.

Regarding mounting ring corrosion and field welding repair, the Government confirmed that the Statement of Work has been amended to include all required metal fabrication and welding repairs under Section 3.6 – Flagpole Collar and Counterweight Base Rehabilitation. Offerors must include these repairs in their base bids. For directional boring of the electrical conduit, the NPS confirmed that directional boring may be used for the entire electrical run, provided a utility locate is conducted to identify and avoid conflicts with existing utilities. Concerning lead abatement containment concerns raised by a contractor, the Government determined that full engineered containment systems are not required due to the lowered working height of approximately five feet and specified work methods. SSPC/AMPP QP1 and QP2 certifications are not required for this scope, though contractors must still comply with all federal, state, and local regulations and implement appropriate controls to prevent environmental contamination. The Government encourages all offerors to propose solutions consistent with solicitation requirements, with any necessary additional clarifications to be issued through formal amendment.
