About this opportunity

The United States Special Operations Command (SOCOM), through its Naval Special Warfare Center, is soliciting quotes for a five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide comprehensive fitness equipment maintenance and repair services. The solicitation requires contractors to perform quarterly preventative maintenance on various fitness equipment including treadmills, exercise bikes, rowers, elliptical machines, and strength training equipment, along with emergency repair services limited to four hours per call. Key contract requirements mandate that all contractor personnel be U.S. citizens with ability to obtain military installation access, provide quarterly maintenance reports and annual manpower reports, and comply with Original Equipment Manufacturers' recommendations using qualified and certified service providers. The award will be made to the Lowest Price Technically Acceptable (LPTA) offeror based on evaluation of a technical narrative (maximum 10 pages) demonstrating understanding of requirements and qualifications, plus pricing submitted in a Government-provided Excel spreadsheet. Quotes are due by April 21, 2026 at 09:00 AM EST and should be submitted via email to Kelly McNeill at kelly.mcneill@socom.mil.

This solicitation is designated as a Women-Owned Small Business (WOSB) set-aside with a 100% WOSB requirement and NAICS code 811310 with a size standard of $12,500,000. The contract has a minimum obligation of $1,000 with a maximum value of $100,000 distributed over the five-year period from May 27, 2026 through May 26, 2031, with no guaranteed orders above the minimum, plus a six-month option period. The estimated quantity is 100,000 units across 68 total assets requiring maintenance, with 44 items designated for quarterly maintenance and repair and 17 items requiring as-needed repair services. All services must be performed at the Naval Special Warfare Center located at 2446 Trident Way Building 634 in San Diego, California, with inspection and acceptance occurring at both the contractor's location and the NSW Center destination. Pricing must incorporate all travel costs on a Firm Fixed Price basis with pricing submitted on a quarterly basis rather than annual pricing, and contractors must comply with prevailing wage rates established by the Department of Labor for San Diego County service contracts.
