About this opportunity

NASA's Glenn Research Center is soliciting partnership proposals from U.S. companies for the development and deployment of a Fission Surface Power (FSP) System on the lunar surface. The primary objectives are to provide power infrastructure on the moon and stimulate commercial space industry growth through a collaborative public-private partnership model. Key requirements include developing a minimum 100-kilowatt-electric nuclear power system with a 10-year design life, single fault tolerance, radiation safety compliance, and the capability to operate autonomously during lunar nights. Eligible participants must be U.S. companies and will be evaluated on their technical approach, cost-sharing commitments, milestone definitions, regulatory compliance plans, and commercial viability. A second draft AFPP is anticipated for posting on December 5, 2025, with questions and comments due by December 12, 2025, followed by a final AFPP release in early 2026 and a 60-day proposal submission window thereafter.

This pre-solicitation notice contains no set-aside designations and identifies no incumbent contractors. While specific award values are not disclosed in this pre-solicitation phase, the partnership structure emphasizes significant cost-sharing from industry partners, with milestone-based payments structured to incentivize progress and reduce technology development risk. The program timeline targets operational deployment of the FSP System on the lunar surface by the first quarter of fiscal year 2030, with the effort structured in two phases: Phase A covering development, demonstration, and deployment, and Phase B focusing on commercial power generation and sales. Participants are responsible for proposing their own concept of operations, design approach, testing facilities, and financial plans. NASA will coordinate nuclear fuel allocation through the Department of Energy and provide launch and landing services as a NASA responsibility, while leveraging existing government facilities and expertise from both NASA and DOE to support the initiative.
