About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID) has published a Special Notice announcing its intent to negotiate a sole-source contract with RCI Systems for maintenance and support of audiovisual equipment at the Fishers Lane Conference Center in Rockville, Maryland. NIAID, part of the Department of Health and Human Services and National Institutes of Health, seeks a 12-month contract for comprehensive AV system support including preventative maintenance, emergency repairs, and on-call field engineering services. The agency has identified RCI Systems as the intended contractor due to their proprietary knowledge of the existing AV systems they originally installed throughout the building and their interconnected conference room infrastructure. The contract will be classified under NAICS code 541519 (Other Computer Related Services) and will support the conference center operations at 5601 Fishers Lane. This procurement is being conducted on an other than full and open competition basis due to RCI Systems' unique technical expertise and system familiarity.

The primary objective of this Special Notice is to ensure uninterrupted operations of the conference center's sophisticated AV systems as NIAID staff return to office and facility usage increases. The agency requires immediate telephone response capabilities, 48-hour standard service calls, and 6-hour emergency service response times to minimize downtime and maintain high operational standards. While this is structured as a sole-source procurement, NIAID is accepting capability statements from other potential vendors via email to Linda Smith by 11:00 am EDT on September 23, 2025. Contractors interested in demonstrating their capabilities must submit their information by this deadline, though the final competitive determination remains at the government's discretion. The contract will include preventative maintenance services, emergency materials and repairs, rental/loaner equipment provisions, and expedited equipment repairs and replacements to support the center's critical meeting operations.

Fisher Lane Conference Center Maintenance and Support

The National Institute of Allergy and Infectious Diseases (NIAID) Operations and Engineering Branch (OEB) of the Office of Cyber Infrastructure and Computational Biology (OCICB) intends to negotiate on an other than full and open competition basis with the RCI Systems, 10721 Hanna Street, Beltsville, MD 20705 to obtain maintenance and support of the audiovisual (AV) equipment and provide on call field engineering and emergency materials and repairs in support of AV-related meeting operations. RCI Systems installed the original systems which run throughout the building and interconnect to all conference rooms.  RCI has propriety knowledge of the systems and software and no other vendor could perform the post warranty support, including emergency response, rental / loaner equipment, and expedited equipment repairs / replacements, is essential to minimize downtime and ensure a fully functioning audiovisual (AV) system.

The Fishers Lane Conference Center has become an important resource for the NIAID community. As NIAID staff return to the office, usage of the conference center will continue to increase, and the need for uninterrupted operations is crucial in this facility. This order is intended to provide on-call field engineering and emergency materials/repairs in support of AV-related meeting operations. Having a support contract in place so that the high standards of the center can be maintained without interruptions or cancelations is essential to continued operations as AV equipment ages and the potential for failures increases. Without such a contractual arrangement the OCICB-AV team may not be able to quickly provide replacement/rental equipment if a system failure occurs.
