About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisitions and Grants has issued a notice of intent to enter into a sole source procurement contract for analytical laboratory services. This special notice, posted on January 14, 2026, announces the USGS's intent to contract with GreenWater Laboratories / Cyano Holdings, Inc. located in Palatka, Florida. The procurement falls under NAICS code 541380 (Testing Laboratories) and PSC code B516 (Special Studies Analysis Animal Fisheries). Rather than a competitive solicitation, this is a notification of a single-source procurement decision. Interested parties may submit capability statements to demonstrate their qualifications, though this is not a competitive bidding opportunity.

The objective of this procurement is to obtain specialized microcystin analysis services for up to 80 fish liver tissue samples collected from the Snake River as part of ongoing USGS research on harmful algal blooms and toxin accumulation in juvenile salmon. Contractors must demonstrate the ability to perform the MMPB (3-methoxy-2-methyl-4-phenylbutyric acid) analytical method for microcystin quantification in fish liver tissue and comply with all requirements outlined in the Statement of Work. The deadline for submitting capability statements or inquiries is January 19, 2026, with submissions required via email to Joel Berberena at jberberena@usgs.gov. Analytical results must be delivered by March 31, 2026, provided in electronic format (Excel spreadsheet or PDF) with sample identification numbers, microcystin concentrations, and measurement units. The MMPB method is specifically required as it can detect both free and bound microcystin forms, supporting the USGS's long-term monitoring initiatives for juvenile fall Chinook salmon in Lower Granite Reservoir.
