About this opportunity

The U.S. Department of Homeland Security's National Urban Security Technology Laboratory (NUSTL) is conducting market research to gather information on commercially available first responder technologies through a Request for Information (RFI) for the SAVER program. The RFI seeks detailed information on nine specific technology areas, including fixed-position radiation detectors, telemedicine systems, ballistic helmets, cooling vests, drone first responder capabilities, 3D mapping, AI-based weapon detection systems, underwater unmanned vehicles, and radiation simulation systems. Responses are required to be submitted via an online survey by 4:00 PM EST on April 9, 2025, with vendors providing comprehensive details about their products, including specifications, capabilities, use cases, limitations, and pricing information. The primary objective is to collect market intelligence to assist emergency response organizations in equipment selection and procurement. Submissions will become government property and may be used in SAVER program documentation shared with federal, state, local, tribal, and territorial response agencies.

This RFI is not a set-aside contract and does not guarantee any direct contract award to participants. The research falls under the DHS Authorized Equipment List (AEL) item number 04AP-02-OAPT for Operations Area Personnel Tracking and Accountability systems. Vendors are expected to provide detailed company information, product specifications, and potential GSA pricing if applicable. Technical inquiries should be directed to NUSTL@hq.dhs.gov, and respondents are advised that while proprietary data is not being explicitly requested, all submitted information will become government property. The SAVER program aims to develop knowledge products and conduct objective assessments of commercially available equipment, with the ultimate goal of supporting emergency responder organizations in making informed procurement decisions across various critical technology domains.
