I. BACKGROUND AND OBJECTIVES
The U.S. Department of Homeland Security (DHS), National Urban Security Technology
Laboratory (NUSTL) is seeking information on commercially available technology for emergency responder missions and use cases.indoor localization and tracking technologies for emergency responders. This information is being sought for the DHS Science and Technology Directorate’s
System Assessment and Validation for Emergency Responders (SAVER) program which provides information on commercially available equipment to assist response organizations in equipment selection and procurement. The SAVER program develops knowledge products and conducts objective, practitioner-relevant, operationally oriented assessments and validations on commercially available equipment and systems. Relevant information will be shared nationally with federal, state, local, tribal and territorial response agencies. For further details on the
SAVER program, visit the SAVER website at https://www.dhs.gov/science-and-technology/saver.
SAVER provides information on equipment that falls within the categories listed in the DHS
Authorized Equipment List (AEL). The AEL item number for the subject products is 04AP-02-
OAPT, titled “System, Operations Area Personnel Tracking and Accountability”. The target audience for this information is the emergency responder response agencies and their respective purchasing agents. The AEL item numbers listed below may not be fully comprehensive of all relevant AEL item numbers for each specific technology or product.
NUSTL is requesting information and conducting market research to identify potential vendors, manufacturers, or distributors of commercial-off-the-shelf first responder technologies in the following areas:
1. Fixed-Position Radiation Monitoring Systems
Fixed-position radiation monitoring systems are capable of continuous, unattended operation to provide real-time measurements of the external gamma radiation exposure rate at a particular location indoors or outdoors. This includes both spectroscopic and non-spectroscopic systems that can reveal the illicit movement of radioactive sources and/or provide situational awareness of the radiation environment following the release of radioactive material. This RFI excludes radiation portal monitors, person-carried detectors, and vehicle-born mobile detection systems. The AEL item number for this technology is 07RD-04-SGND, Detector, Radiation, Standoff.
2. Telemedicine for Emergency Medical Services
Telemedicine for emergency medical services are systems that support emergency responder access to mobile integrated healthcare in the field and may be capable but not be limited to integrating with multiple healthcare facilities, clinics, public health and social services as well be interoperable with multiple first responder organization systems. The AEL item number for this technology is 04AP-10-EMCS, System, Emergency Medical Communication.
3. Ballistic Helmets
Ballistic helmets are used by specialized teams of emergency responders, such as Accredited
Bomb Squads, Special Weapons and Tactics (SWAT) Teams, and Rescue Task Forces (RTF), or those involved in active assailant response to protect against small arms fire and fragmentation threats. The AEL item number for this technology is 01LE-01-HLMT, Helmet, Ballistic.
4. Personal Cooling Systems/Microclimate Cooling Systems
Personal, or microclimate, cooling systems can be worn underneath personal protective equipment
(PPE) and provide sufficient cooling and/or prevent heat stress of the user during an active operational period. The AEL item number for this technology is 02PE-02-COOL, Garment/Vest/Device, Cooling.
5. Drone as First Responder
Drone as First Responder (DFR) systems enhance emergency response capabilities by providing real-time situational awareness to first responders. DFR unmanned aircraft systems (UAS or drones) are pre-deployed in secure docking stations, known as “drone-in-a-box” systems, which enable rapid, autonomous deployment upon receiving emergency calls. The AEL item numbers for this technology are 03OE-07-SUAS, System, Small Unmanned Aircraft; 04AP-03-GISS, System, Geospatial Information (GIS); 04AP-05-CDSS, Systems and Tools, ICS; and 04AP-05-
SVIS, Software, Operational Space Visualization.
6. 3D Indoor Mapping https://www.dhs.gov/science-and-technology/saver https://www.dhs.gov/science-and-technology/saver
Three-dimensional indoor mapping software assists emergency responders in pre-incident planning and performing incident response missions by equipping them with accurate 3D floorplans that are accessible on tablets and mobile devices. The AEL item numbers for this technology are 04AP-05-SVIS, Software, Operational Space Visualization; and 04AP-03-GISS, System, Geospatial Information (GIS).
7. Video Analytics Software For Weapons Detection Systems
Video Analytics Software For Weapons Detection Systems incorporate artificial intelligence and machine learning to analyze video feeds from cameras to detect firearms and other weapons in real-time to secure critical infrastructure, soft targets and other public safety mission areas. If a firearm is detected, the software sends an alert to law enforcement officers and security personnel for response. The AEL item number of this technology is 04AP-06-VIDA, Software, Video
Analytics.
8. Unmanned Underwater Vehicles/Remotely Operated Vehicles
Unmanned underwater vehicles, or remotely operated vehicles, are remotely operated submersible vehicle systems that can support various emergency responder use cases, such as inspecting bridges or piers for explosive devices, search and recovery operations, and hazmat operations.
The AEL item number for this technology is 03OE-07-UMVS, System, Unmanned Maritime
Vehicles (UMVS).
9. Radiation Simulation Systems
Radiation simulation systems are technological systems composed of hardware and/or software designed to provide simulated radiation information to radiation detection equipment or simulated equipment during trainings and exercises without the physical presence of ionizing radiation emitted by actual radioactive material. The AEL item number for this technology is 04AP-08-
SIMS, Simulators.
