About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base issued a sole-source justification for annual maintenance of the First-In Fire Station Alerting System from Westnet, LLC, with a response deadline of 16 August 2026 at 12:00 PM EDT. This is not a competitive solicitation; the contracting officer has determined under FAR 13.106-1(b)(1) that only a single source is reasonably available. The procurement is firm-fixed-price.
Westnet is identified as the sole manufacturer and exclusive owner of the First-In Station Alerting System, First-In Incident Dispatch Module, and First-In Automated Voice Dispatch systems, holding proprietary IP protocols and equipment designs that no other entity can service. The maintenance scope includes system software updates, database and server software updates, communication hardware support, alerting hardware support, and infrastructure support to ensure alerts transmit to fire and emergency services via IP and land mobile radio systems. Westnet holds GSA certification (GS-07F-0288X) and maintains NFPA and OSHA compliance.
All responsible sources may submit a capability statement, proposal, or quotation with clear and convincing evidence of their ability to provide the required services. The government retains discretion to decline competition based on responses received. Col(S) Paul W. Tinker is appointed Ombudsman (asca@us.af.mil) to hear contractor concerns during proposal development. The Air Force intends to conduct exhaustive market research prior to future system upgrades or replacements to foster open competition.
