About this file

This is a Single Source Justification (Simplified Acquisition) document for a federal contract award to maintain the WestNet First-In Station Alerting System at Wright-Patterson Air Force Base.

The Air Force Lifecycle Management Center/Production, Planning and Integration Team (AFLCMC/PZITB) is procuring firm-fixed-price maintenance services for the First-In Fire Station Alerting System (FSAS), which includes system software updates, database and server software updates, communication hardware support and updates, alerting hardware support, and infrastructure support to ensure alerts are transmitted to fire and emergency services personnel via IP and land mobile radio systems. WestNet is identified as the sole source provider and manufacturer of the FSAS, First-In Incident Dispatch Module, and First-In Automated Voice Dispatch (AVD) systems, holding exclusive ownership of equipment designs and proprietary IP protocols. The justification emphasizes that WestNet maintains GSA certification (GS-07F-0288X), NFPA and OSHA compliance, and is the only entity capable of servicing the proprietary systems currently installed. The contracting officer has determined under FAR 13.106-1(b)(1) that only a single source is reasonably available. The government plans to monitor the market for future competition and conduct exhaustive market research prior to system upgrades or replacements to foster open competition and maximize value for future acquisitions.
