About this opportunity

The Internal Revenue Service's Wage and Investment Division is procuring First-Class Mail presort services, including mail pickup, sorting, processing, commingling, and preparation for USPS entry at the National Distribution Center in Bloomington, Illinois. The contractor must provide all facilities, equipment, materials, and labor to perform these services, with minimum three weekly pickups during standard business hours and mail deposit to USPS within two business days of pickup. Key requirements include applying Intelligent Mail Barcode (IMb) marking in compliance with USPS regulations and the Domestic Mail Manual to qualify for the lowest presort rates, maintaining a Quality Control Plan, and submitting weekly written service reports detailing processed pieces, costs, and actual postage expenses. The government will evaluate proposals using a "lowest-priced technically acceptable" approach based on past performance with similar mail volumes, experience with presort operations and certifications, operational capability to meet stated requirements, and pricing. The proposal deadline was initially April 7, 2026, but Amendment 0002 extended it to April 10, 2026 at 12:00 PM ET, with questions having been due April 2, 2026.

This solicitation is designated as a Total Small Business Set Aside under NAICS 541519 with a $21.5 million size standard. The incumbent contractor is Quicksilver Mailing Services LLC, operating under contract number 205AE9-21-P-00093 since March 1, 2021, with the current contract extending through April 30, 2026. Historical mail volumes show approximately 609,308 letters and 92,309 postcards annually in the base year, ranging from 16,000 to 210,000 pieces monthly combined, with peak periods December through April and special mailings of 10,000 to 35,000 additional pieces occurring 4-8 times annually.
