About this file

This document is a consolidated list of questions and answers for a federal contract opportunity (2043FY-26-Q-00012) for presort mail services at the IRS National Distribution Center in Bloomington, Illinois.

The incumbent contractor is Quicksilver Mailing Services LLC under contract number 205AE9-21-P-00093, a Firm Fixed Price contract with a base period from March 1, 2021 through February 28, 2022, followed by four one-year option periods extending through February 28, 2026, with a current two-month extension through April 30, 2026. The contractor is responsible for picking up mail from the IRS NDC and depositing it with USPS within two business days (Monday-Friday, excluding federal holidays), with flexibility to select any USPS induction point. Base year estimated volumes are 609,308 letters and 92,309 postcards, with projected annual declines of 1.25 percent for letters and 8.0 percent for postcards in option years. Special mailings occur 4-8 times annually with volumes between 10,000-35,000 additional pieces and can be accommodated within normal operations. The contractor must provide and maintain its own facility at no government cost and supply postage, which is the contractor's responsibility to front and invoice monthly based on actual costs reported weekly to the Contracting Officer Representative. Personnel do not require background investigations or facility badges as they access only the mail room. Mail trays are typically USPS-owned, with one full pallet each of MM and EMM trays in rotation, increasing to three pallets during large special jobs. The updated pricing structure is referenced in Amendment 0002, and federal wage determinations are available on SAM.gov. The incumbent pricing structure and total contract value are proprietary information.
