About this file
This is a Quality Assurance Surveillance Plan (QASP) for the Internal Revenue Service's First-Class Mail Presort Services contract. The QASP establishes contractually binding guidelines for evaluating the contractor's technical performance in delivering mail pick-up procedures, mail processing services, and services reporting. The plan is based on performance standards outlined in the associated Performance Work Statement (PWS).
Government oversight is assigned to Patricia Brown, who serves as the Contracting Officer (CO) with responsibility for contract compliance and administration, and a TBD Contracting Officer's Representative (COR) responsible for overall monitoring of contractor performance. The QASP employs three primary surveillance methods: 100% inspection, unscheduled inspections, and customer complaints analysis. The government maintains the right to adjust surveillance methods based on resource limitations or contractor performance. The IRS representative will assess performance against PWS standards and maintain written records of assessments throughout service delivery. The plan defines key quality assurance terms including customer complaints, surveillance activities, inspection procedures, quality assurance and quality control responsibilities, performance standards, and surveillance monitoring that focuses on timeliness, accuracy, completeness, and quality of services performed.
