The facility must provide exclusive use of an indoor tactical firearms range for two business days per week (52 weeks annually, Monday–Friday) with scheduling coordinated 30 days in advance. The range must include a minimum of six firing booths with electronically controlled targets capable of variable distances (1–25 yards), lighting controls for low-light scenarios, and accommodation for standard lead and frangible ammunition (9mm, .40 S&W, .223 rifle, 12-gauge). A separate classroom facility must seat 15 students and be available for 2 hours per training day, equipped with television, DVD player, and projection screen. The vendor must maintain OSHA lead compliance standards, perform monthly invoicing in arrears, maintain separate restroom facilities, and clean up spent brass daily.

The NAICS code is 713990, All Other Amusement and Recreation Industries, with a small business size standard of $9.0 million. The base period runs September 15, 2026, through September 14, 2027, with four one-year option periods exercisable at Government discretion. The contract structure is firm fixed price with estimated usage of two training days per week (5 hours firing range, 2 hours classroom per day). Award will be made to the offeror providing best value considering technical capability, past performance, and price. Quoters must submit an SF 18 form, a technical capability statement not exceeding 5 pages, and a completed price quote form by August 28, 2026, at 1:00 p.m. ET to colin.a.colgan@cbp.dhs.gov.

(1)        This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12 as supplemented with additional information included in the notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(2)        The solicitation number is 70B03C26Q00000232 and is issued as a Request for Quotes (RFQ).  The solicitation documents and incorporated provisions and clauses are those in effect through RFO FAR Class Dev 25-12R2. The associated North American Industrial Classification System (NAICS) code for this procurement is 713990 with a small business size standard $9.0 million.

(3)        This procurement shall be set aside 100% for small business.  All qualified, responsible sources may submit quotes in accordance with the provision at FAR Section 52.212-1, and the additional instructions set forth herein.  Quoters are advised that they are responsible for obtaining any amendments that may be issued to the solicitation.  The resulting contract shall be awarded to the offeror who provides the best value to the Government, when considering technical capability, past performance, and price.

(4)        The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Procurement Directorate, intends to award a Purchase Order (PO) for the procurement of firing range and classroom usage from a facility located within 30 miles driving distance of the Area Port of Charleston, 200 E. Bay St., Charleson, SC 29401.  It is required that all quoters submitting a quote review the attached STATEMENT OF WORK (SOW) to review all requirements.  All quoters submitting a quote shall be required to meet the requirements found in the SOW. 

(5)        Technical Capability:  Quoters shall submit a technical capability statement, not to exceed (5) pages, that describe the quoters abilities to successfully complete the requirements in the Statement of Work.  Quoter shall include the range address.  The Government may request a site visit to determine suitability as part of the Technical Capability evaluation.

(6)        Past Performance: The Government will query its CPARS contractor performance database for reviews. If no reviews are available, a neutral rating will be assigned or references may requested during the evaluation period.

(7)        Price:  Quoters shall submit a price quote on the attached Price Quote Form.  Options pricing should be balanced (equally priced or with modest annual adjustments), and failure to properly balance the options may result in the quote being deemed non-responsive.

(8)       Quoters shall submit via email the (1) completed and signed SF 18, (2) Technical Capability Statement, and (3) Price Quote Form, to colin.a.colgan@cbp.dhs.gov no later than 8/28/2026 at 1:00 p.m. ET.  Quoter should submit these as separate attachments within the same email.  The email file size cannot exceed 10MB.

(9)       Any questions concerning this solicitation shall be submitted no later than 8/21/2026 at 1:00 p.m. ET.  All questions and quotes shall only be submitted via email to the above address.  The Government reserves the right not to respond to late questions.

(10)      Period of performance for the PO shall be a one-year base period, with four (4), one-year option periods exercisable at the Government’s discretion.
