About this opportunity

Norfolk Naval Shipyard, under the Naval Sea Systems Command, is conducting market research to identify qualified contractors capable of providing fire watch and tank watch labor services in support of naval vessel maintenance activities. This pre-solicitation notice is seeking responses from both large and small businesses with relevant experience to provide insight into the contractor market before formal solicitation. The government anticipates awarding a Firm Fixed Price contract and is particularly interested in contractors who can demonstrate their ability to perform 100% of the required efforts as detailed in the attached Performance Work Statement. Interested parties must submit a capabilities statement along with company information, including their CAGE code, DUNS number, and socioeconomic status if applicable, to demonstrate their qualifications. All responses must be received by November 14, 2025, at 11:00 AM, and interested companies are encouraged to submit their information via a single PDF email attachment to the designated government contact.

This market research notice carries no set-aside designation and does not represent a commitment by the U.S. Government to award a contract, nor will the government compensate respondents for their submissions. The anticipated contract period runs from May 18, 2026, through April 30, 2027, with an optional 6-month extension, and will require the contractor to provide forty personnel total—thirty-two for the first shift and eight for the second shift—to support ongoing shipyard operations. Personnel must obtain red NAVSEA badges, complete specialized fire and tank watch training, comply with confined space protocols, and adhere to strict safety and security requirements. The classified NAICS code 336611 indicates this work falls under the Ship Building and Repairing category, with the PSC category designated as Non-Nuclear Ship Repair (East). No specific contract value or budget range has been disclosed in this pre-solicitation notice, which is issued solely for informational and market research planning purposes.
