About this opportunity

Air Combat Command intends to procure a structural trainer liner replacement for fire training facilities, with responses due July 30, 2026, under a Total Small Business set-aside.

The liner is designed for extreme live-fire training and must meet NFPA 1402 compliance standards for Class A, B, C, D, Electrical, and F/K fires within controlled burn cells. The material is a cementitious high-temperature composite with Kevlar additives, installed via a unique tongue-and-groove method with stainless steel mounting hardware. The liner must be 1.5 inches thick, withstand 150 psi nozzle forces, achieve heat transfer of 10.4 percent (1000 degree to 140 degree in 10 minutes), and require no additional insulation. The product carries a five to ten year warranty and is certified as a protective skin for flammable hazmat storage cells. Installation by certified installers is required.

Place of performance is Seymour Johnson Air Force Base, North Carolina. The project includes removal and installation of new fire command boards in two burn rooms totaling 1,430 square feet, along with associated equipment and system upgrades documented in architectural drawings filed with the opportunity.

NAICS 238990 (All Other Specialty Trade Contractors) and PSC 4240 (Safety and Rescue Equipment) apply.
