Place of performance is Carl Vinson VA Medical Center, 1826 Veteran Boulevard, Dublin, Georgia 31021. The contract period runs from August 12, 2026 through August 11, 2031 (base year plus four option years). Scope encompasses annual inspection, testing, maintenance, and repair of fire suppression systems across 27 buildings, including approximately 310 fire extinguishers, five FM200 system tanks (total capacity 1,042 lbs), 13 kitchen hood systems, seven fire shutters or curtains, and 27 fire hydrants connected to a dedicated VA loop. The contractor must perform semi-annual kitchen hood and FM200 inspections, quarterly and monthly fire sprinkler inspections, monthly exit sign battery inspections, and maintain stock of common Simplex parts. Emergency response is required within three hours; red-tagged deficiencies must be completed within 72 hours. A mandatory $50,000 annual contingency fund for immediate necessary repairs applies to all bids.
All technicians must hold fire suppression certifications (NICET Level II or III minimum). QFDI certification is required for fire door inspections with no equivalent certifications accepted. Technicians require PIV vetting for badge access (processing up to three months). The incumbent contractor is Johnson Controls. Work disrupting patient care longer than 15 minutes must be scheduled after-hours (5:00 PM–5:00 AM) with 14-calendar-day notification required for utility outages.
