About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 10, seeks a complete fire suppression system survey at the Cleveland VA Medical Center, with quotations due September 28, 2026 at 12:00 PM ET. The procurement is set aside 100% for Service-Disabled Veteran-Owned Small Businesses and classified under NAICS 238220 with a small business size standard of $19 million.

Place of performance is Cleveland, Ohio (Wade Park campus). The survey scope encompasses three buildings—Main Tower, Ambulatory Care, and CARES Tower—beginning at the jockey pump and concluding at branch lines on risers in stairwells. Deliverables include a project schedule, pre-survey plan, daily progress logs, survey report, and stamped certified drawings with device schedules identifying tamper switches, flow switches, valves, and check valves in both PDF and editable CAD file formats. All work must be performed by certified personnel holding Fire Suppression Systems competency (NICET Level II, NFPA Certified Fire Inspector I, contractor's license, or equivalent). Standard ICRA practices are required, with HEPA cart protection mandated if more than one ceiling tile is removed; the scope excludes device actuation, physical system testing, and intrusive investigation of concealed spaces. Work is performed during normal operating hours Monday through Friday, 6:30 AM to 4:30 PM, with escorts coordinated for restricted areas including specialized diagnostic equipment spaces, MICU, PICU, IT rooms, and most CARES Tower floors.

Contract award is anticipated September 30, 2026, with notice to proceed the same day and a six-month period of performance through March 30, 2027. Evaluation weighs Technical Capabilities and Past Performance (combined, more important than price) and Price. Contractors must provide three previous sprinkler system survey projects with documented findings and drawings as past performance evidence. An optional, non-mandatory site visit is scheduled for September 24, 2026 at 11:00 AM. Amendment 0001, posted September 25, 2026, includes RFI responses and site drawings; receipt acknowledgment is required prior to the offer deadline. Service Contract Act prevailing wage rates apply; Wage Determination No. 2015-4727 covers Cuyahoga County, Ohio.
