About this opportunity

The U.S. Army Corps of Engineers Engineering District Omaha is preparing to procure design and construction services for Fire Station Building 806 at Buckley Space Force Base, Colorado, via a Sources Sought Notice with responses due October 21, 2026. The acquisition will utilize Other Transaction Authority under 10 U.S.C. 2808a rather than FAR-based contracting, employing a Progressive Design-Build delivery method.

The project is estimated at $6.622 million in firm Construction Cost Limitation. Scope includes a new single-story administrative addition of approximately 5,800 square feet and interior renovation of approximately 695 square feet of the existing fire station. The new facility will incorporate administrative offices, conference rooms, lobby/reception areas, mechanical/electrical/communications rooms, and utility systems including electrified HVAC (variable refrigerant flow), electrical, communications, water, and sewer infrastructure. Construction must comply with Department of Defense Unified Facilities Criteria and antiterrorism/force protection standards per UFC 4-010-01, specifically maintaining a 50-foot standoff distance.

A critical operational constraint requires the existing fire station to remain fully operational 24/7 with zero disruption to emergency response capabilities throughout construction. The Progressive Design-Build approach selects a single best-qualified partner based on qualifications and past performance in Phase 1; Phase 2 involves pre-construction planning and design advancement of an existing 35% concept design with transparent open-book pricing; Phase 3 executes physical construction upon agreement on final design and Guaranteed Maximum Price. Total project period of performance is 420 calendar days from Notice to Proceed. Responses limited to five pages should be submitted to Phillip L. Wickham (Phillip.L.Wickham@usace.army.mil) and Jessica L. Beckman (Jessica.L.Beckman@usace.army.mil) by 11:00 a.m. (MT) and address experience with collaborative delivery methods, 24/7 facility operations, DoD construction, and feedback on the proposed OTA/Progressive Design-Build approach.
