About this file
This is a Sources Sought Notice for market research regarding a military construction project at Buckley Space Force Base, Colorado. The U.S. Army Corps of Engineers (USACE) is conducting industry outreach to evaluate capabilities and interest in executing an Addition/Alteration (ADAL) project for Fire Station Building 806. The project is estimated at $6,622,000 in firm Construction Cost Limitation (CCL) and falls under NAICS code 236220 (Commercial and Institutional Building Construction). The acquisition will utilize Other Transaction (OT) Authority under 10 U.S.C. § 2808a rather than traditional FAR-based contracting.
The scope includes design and construction of a new single-story, slab-on-grade administrative addition of approximately 5,800 square feet and interior renovation of approximately 695 square feet of the existing fire station. The new facility will incorporate administrative offices, conference rooms, lobby/reception areas, mechanical/electrical/communications rooms, and utility systems including electrified HVAC (VRF), electrical, communications, water, and sewer infrastructure. Construction must comply with Department of Defense Unified Facilities Criteria and antiterrorism/force protection standards per UFC 4-010-01, specifically maintaining a 50-foot standoff distance. A critical constraint is that the existing fire station must remain fully operational 24/7 with zero disruption to emergency response capabilities throughout construction, requiring strict phasing. The project employs a three-phase Progressive Design-Build approach: Phase 1 selects a single best-qualified partner based on qualifications and past performance; Phase 2 involves pre-construction planning and design advancement of an existing 35% concept design with transparent open-book pricing; and Phase 3 executes physical construction upon agreement on final design and Guaranteed Maximum Price within the CCL. The project period of performance is 420 calendar days from Notice to Proceed. Responses must be submitted via email to Phillip L. Wickham (Phillip.L.Wickham@usace.army.mil) and Jessica L. Beckman (Jessica.L.Beckman@usace.army.mil) no later than 21 October 2026 by 11:00 a.m. (MT), limited to five pages, and should address experience with collaborative delivery methods, 24/7 facility operations, DoD construction, market constraints, and feedback on the proposed OTA/Progressive Design-Build approach.

PROBLEM AND BACKGROUND STATEMENT:
The U.S. Army Corps of Engineers (USACE) is conducting market research on behalf of the Department of the Space Force at Buckley Space Force Base (SFB), Colorado.
The existing Buckley SFB Fire Station (Facility B806) is critically undersized and lacks adequate administrative space to support its growing mission. Currently, fire department officers and administrative staff are forced to utilize dormitories and training rooms as makeshift offices, which severely degrades both operational efficiency and personnel quality of life.
To correct these critical space deficiencies, USACE intends to execute an Addition/Alteration (ADAL) project. The Government plans to utilize a Progressive Design-Build (PDB) acquisition approach executed under an Other Transaction Authority (OTA) framework authorized under 10 U.S.C. § 2808a. The Government has a 35% concept design that will serve as the technical Requirements Package (concept baseline). The objective of this acquisition strategy is to select the single "best-suited" partner based on qualifications, who will then collaboratively validate, refine, and advance this 35% design baseline to final construction.
Mission Criticality: The existing Fire Station is a 24/7 mission-critical facility and must remain fully operational without disruption to emergency response capabilities throughout the duration of the project. The selected construction partner must execute all work with zero downtime to emergency response operations.
PROJECT DESCRIPTION AND OBJECTIVES:
This project provides for the design and construction of an integrated administrative addition and interior renovation to resolve critical space deficits at the existing Buckley Space Force Base (SFB) Fire Station. The new addition will consolidate dispersed administrative functions, providing necessary offices, conference space, and support areas for the Fire Chief, Deputy Chief, and operations staff. The renovation of the existing facility will convert vacated, ad-hoc office spaces into a dedicated, functional training area.
This project is critical to improving operational efficiency and sustaining emergency response readiness at Buckley SFB.
The scope of this acquisition includes the design and construction of a new, single-story, slab-on-grade administrative addition with an approximate square footage of 5,800 SF, and the interior renovation of approximately 695 SF of the existing fire station.
The new facility addition will include: electrical; communications (including audio-visual and paging systems); water; sewer; a dedicated, electrified heating, ventilation, and air conditioning (HVAC) VRF system; site work; reconfigured site paving and parking;
landscaping; and other utility expansions and tie-ins as required to serve a complete and usable facility. Spaces within the building include administrative offices, a conference room, lobby/reception, corridors seamlessly tying into the existing building circulation, and supporting mechanical/electrical/communications rooms.
Construction will also consist of site preparation, removal of existing landscaping and hardscape, and significant pavement reconfiguration to maintain the existing parking stall count while strictly adhering to DoD Minimum Antiterrorism Standards for Buildings (UFC 4-010-01), specifically the 50-foot standoff distance. Phasing of the new construction and interior renovation will be strictly required.
Facilities will be designed as permanent construction in accordance with Department of Defense Unified Facilities Criteria. This project will comply with Department of Defense antiterrorism/force protection requirements per UFC 4-010-01 and applicable Facility- Related Control Systems (FRCS) requirements per UFC 4-010-06.
PROPOSED ACQUISITION METHODOLOGY AND SCHEDULE, DESIGN STATUS,:
To maximize collaboration, schedule speed, cost certainty, and industry innovation while maintaining a firm Construction Cost Limitation, USACE Omaha intends to utilize an Other Transaction (OT) Agreement under the authority of 10 USC 2808a rather than a traditional FAR-based contract. This collaborative framework will be structured in a multi-phase Progressive Design-Build approach:
1. Phase 1: Selection & Qualification. USACE will issue a Request for Qualifications (or equivalent industry solicitation under OTA). Based on evaluations of qualifications, past performance, and capability to execute occupied-facility work under a firm CCL, the government will down-select and select a single Best Qualified / Best-Suited Partner.
2. Phase 2: Pre-Construction & Design Advancement. The selected partner will be awarded an initial OT Agreement (which may be supported by a negotiated pre-construction fee) to work collaboratively with the government. The partner will validate and advance the existing 35% concept design, perform constructability reviews, identify and mitigate risk (especially 24/7 operations and AT/FP standoff), source long-lead items, and build a transparent open-book pricing structure that adheres to the firm CCL of $6,622,000.
3. Phase 3: Construction Execution. Upon mutual agreement on final design and a Guaranteed Maximum Price (or Target Price) within the CCL, the government will execute an agreement modification to initiate the physical construction phase.
Strict phasing will be enforced so the existing Fire Station remains fully operational at all times.
Design Execution: The Government has a 35% concept design that will serve as the technical Requirements Package (concept baseline).
Early Contractor Involvement / Progressive Design-Build: USACE plans to select a single best-suited partner based on qualifications who will collaboratively validate, refine, and advance the 35% design baseline to final construction under an OTA framework.
Project Period of Performance: 420 calendar days from Notice to Proceed
(NTP).
Occupied Facility Constraint: The existing Fire Station must remain fully operational (24/7 emergency response) with zero disruption throughout construction. Strict phasing is required.

ACRONYMS AND DEFINITIONS:
CUI (Controlled Unclassified Information): Information that requires safeguarding or dissemination controls pursuant to and consistent with applicable law, regulations, and government-wide policies, but is not classified under Executive Order 13526 or the Atomic Energy Act, as amended.
GMP (Guaranteed Maximum Price): A pricing structure commonly used in Progressive Design-Build where the parties collaboratively develop the design, scope, and pricing prior to establishing a final construction price. Once negotiated and incorporated into the Agreement through a modification, the GMP functions as a Firm-Fixed-Price (FFP) commitment for the defined scope of work.
The Design-Builder assumes the risk for completing the work within the negotiated GMP and is generally responsible for cost overruns, except for Government-directed changes, differing site conditions, or other authorized modifications that formally adjust the GMP.
ICD/ICS (Intelligence Community Directive/Intelligence Community Standard): A system of policy documents that govern the U.S. Intelligence Community. ICD/ICS 705 specifically provides the standards for the secure design, construction, and operation of Sensitive Compartmented Information Facilities (SCIFs).
Off-Ramp: Refers to a contractual mechanism that allows the Government to discontinue the Progressive Design-Build relationship if a fair and reasonable GMP or FFP for construction cannot be achieved. Upon off-ramp, the Government retains rights to the completed design to continue the project through another delivery method or design-builder.
OT (Other Transaction) Agreement: A legally binding instrument other than a standard contract, grant, or cooperative agreement. OTs are not subject to the Federal Acquisition Regulation (FAR) and provide significant flexibility in tailoring the procurement process and terms to the needs of a project.
PDB (Progressive Design-Build): A two-stage project delivery method where the owner selects a Design-Build team based on qualifications. The team then works collaboratively with the owner during "Phase 1" to develop the design and establish a price for "Phase 2" (final design and construction).
SAM (System for Award Management): The official U.S. government website where all entities must be registered to do business with the federal government.
SCIF (Sensitive Compartmented Information Facility): An accredited area, room, group of rooms, or installation where sensitive, compartmented information (SCI) may be stored, used, discussed, and/or electronically processed.
UEI (Unique Entity Identifier): The 12-character alphanumeric identifier assigned to all entities (public and private companies, individuals, institutions, or organizations) who register to do business with the federal government in the System for Award Management (SAM).
USACE (U.S. Army Corps of Engineers): The federal agency, acting as the engineering and construction agent for the Department of Defense, responsible for managing this solicitation and the resulting OT.
