About this opportunity
The U.S. Fish and Wildlife Service is soliciting quotes for prescribed fire preparation and implementation services at Bear Valley National Wildlife Refuge in California through Request for Quotation 140FS326Q0018. The procurement encompasses hazardous fuels reduction in a Wildland-Urban Interface area, requiring contractors to supply two Five-Person Burn Modules and one Type 2 Dozer with operator to support the agency's fire management objectives. All contractor personnel must meet National Wildland Fire Coordinating Group (NWCG) fireline qualifications, with higher-level certifications such as FFT1 and CRWB potentially considered in award decisions. The evaluation will assess the contractor's ability to execute prescribed fire operations, including preparation activities like constructing handlines and trimming vegetation, as well as implementation tasks involving pile ignition and fire management. The solicitation was posted on January 14, 2026, with offers due by January 28, 2026 at 2:00 PM ET, and the contract will be awarded on a firm fixed-price basis using cost-per-day pricing for each resource type.
This is a 100% Small Business Set Aside with a size standard of $34 million under NAICS code 115310 (Support Activities for Forestry), and no incumbent contractor is identified in the available documents. The contract period runs from award through May 31, 2027, with work typically available mid-March through November depending on ground conditions, and the base contract includes 10 days of service for each resource type with an option for 2 additional days. The Service Contract Act Wage Determination applies to Five-Person Burn Module personnel, with forestry occupational classifications ranging from $17.71 to $43.23 per hour plus fringe benefits. Work will be performed at Bear Valley National Wildlife Refuge near Tulelake, California, located within the Klamath Basin NWR Complex, and the government will furnish drip torch mix, hoses, fittings, pumping apparatus, and site-specific maps while the contractor provides all other equipment and materials. Prospective contractors must maintain active registration in the System for Award Management (SAM) and register with the Department of Treasury's Invoice Processing Platform (IPP) for payment processing.
