About this opportunity
The U.S. Coast Guard Sector Delaware Bay is soliciting proposals for fire panel maintenance and service across nine locations in the Delaware Bay Area of Responsibility, encompassing facilities in Philadelphia, PA; Atlantic City, NJ; Ocean City, NJ; Point Pleasant Beach, NJ; Sea Isle City, NJ; Barnegat Light, NJ; Millville, NJ; Rehoboth Beach, DE; and Lewes, DE. The contractor will be responsible for providing all labor, equipment, materials, transportation, and supervision required to conduct quarterly, semi-annual, and annual inspections on fire suppression systems in accordance with Local, State, and NFPA guidelines and regulations. The work includes inspecting fire panels, fire pumps, tanks, gauges, actuation stations, alarms, smoke and heat detectors, water flow devices, valves, standpipes, sprinklers, and kitchen hood systems, with inspection tags provided by a System Certified Specialist and Certificates of Inspection delivered to each unit's point of contact. Contractors must demonstrate compliance with federal safety regulations (29 CFR 1910, 1925, 1926), environmental protection requirements (40 CFR), and prevailing wage requirements. The proposal deadline is May 6, 2026, at 3:00 PM Eastern Time, with written questions due by noon on May 1, 2026. Site visits are strongly encouraged and must be scheduled at least three days in advance; valid Real ID or Passport identification is required for access.
This is a 100 percent Total Small Business set-aside using NAICS code 561621 with a size standard of $25 million annually, with no incumbent contractor identified in the solicitation documents. The contract will be awarded on a Firm-Fixed Price basis for a one-year performance period running from July 1, 2026, through June 30, 2027, with pricing structured by Contract Line Item Numbers (CLINs) reflecting the frequency of inspections (quarterly, semi-annual, annual, and emergency services not to exceed $5,000 annually). Offerors must submit individual cost estimates for each of the nine locations to ensure clear budgeting and transparency of costs relevant to each unit's needs. The contractor must begin performance within five calendar days of receiving notice to proceed and respond to emergency service calls within 24 hours with 24/7 availability required. Performance and payment bonds are required, and prevailing wage determinations have been posted for each geographic location, with rates varying by county and occupation classification.

Q: For the pricing of Fire Panel Maintenance and Service for Sector Delaware Bay AOR 37050PR26FIREPANEL, it says CLINs ending in 4: Emergency Service Calls. Not to Exceed (NTE) $5,000 annually. Do you want $5,000 to be included in the pricing at each location every year for emergency service? Since you have 9 locations, that would add $45,000 to each year's pricing, in addition to the costs of quarterly, semiannual, and annual services. Or is this a task order that will be added to the contract if that work should arise?
A: The $5,000 annually for Emergency Service Calls is a separate line to cover any emergency costs at any of the 9 locations. The total cost of that CLIN will only be $5,000.
Update: An error in the Statement of Work presented this solicitation as a "base plus four year" request, while the stated period of performance only runs from July 1, 2026 through June 30, 2027. All proposals submitted after from April 29th through the new deadline of May 6, 2026 need only to show pricing for one year. Solicitation deadline is being adjusted to allow vendors who have already submitted proposals to adjust for the one year requirement.
