About this opportunity
The Department of the Air Force, United States Air Forces in Europe - Air Forces Africa, intends to solicit provision, installation, and configuration of a fully automated alerting and notification system for Fire Station 8 on Vogelweh Housing Military Base at Ramstein Air Base, Germany, with a pre-solicitation due date of September 16, 2026. No set-aside applies.
Work is performed at Fire Station 8, Vogelweh, Germany, but the system must be architecturally scalable for future expansion across up to eight stations. The system integrates audio, video, lighting control, door access, bay door controls, and paging-station components. Audio specifications include 6–10W recessed ceiling speakers with volume controllers and 24V priority relays. Video requires six IP network cameras (three outdoor with IK10/IP67 ratings and 5MP minimum, three indoor with IP66 ratings), and a 24/7-rated monitor in the radio room. Lighting control demands DMX alarm scenario programming for five sleeping quarters with soft-start dimming transitioning dark red to bright white in 3–5 seconds. Door and bay-door systems require four vandal-proof PIN pads with central network access for 100+ user codes and synchronized I/O interfaces for three bay doors with timed automatic closing. The system includes three digital paging stations (one primary eight-button console, two secondary stations), two 65-inch F.R.E.D. displays, and visual strobe alerting of minimum 15 Joules.
Design requirements include turnkey delivery, UPS backup powering the system for four hours standby and 15 minutes full-load alarm operation, amplifier redundancy, and cybersecurity compliance with UFC 4-010-06, UFGS 25-05-11, DAFGM2024-32-01, IEC 62443, ISO/IEC 27000, and NDAA Section 889. The system must comply with VDE/DIN standards, UFC, NFPA, and applicable German fire protection regulations; the stricter standard applies when U.S. and German requirements conflict. The contractor conducts two training modules: operational training (minimum two hours) and technical training (minimum three hours). All documentation deliverables (due four weeks before acceptance) must be bilingual in English and German. Interested vendors should email Mr. Autry Fontenot at autry.fontenot.2@us.af.mil.
