About this opportunity
The National Institute of Standards and Technology (NIST) is seeking sources for hydrostatic testing and recharging of fire extinguishers at its Gaithersburg, MD campus. The pre-solicitation notice outlines requirements for testing 5 lb. and 15 lb. CO2 fire extinguishers in compliance with NFPA and OSHA regulations. Potential contractors must be capable of performing hydrostatic tests, replacing parts like seals and O-rings, and recharging extinguishers. Interested firms are required to submit their company details, contact information, and SAM.gov registration status by May 15, 2025, at 11:00 am ET. Respondents should provide information about their experience, potential barriers to participation, and suggestions for encouraging small business involvement. Questions about the notice must be submitted to Marisha Curtis by May 6, 2025, at 11:00 am ET, with anonymized responses to be published in a subsequent amendment.
The pre-solicitation notice does not indicate a specific set-aside for small businesses, though it encourages small business participation. The contract involves testing 300 units of 5 lb. CO2 fire extinguishers and 100 units of 15 lb. CO2 fire extinguishers. The primary NAICS code for this opportunity is 541380 (Hydrostatic testing laboratories or services), with respondents invited to suggest alternative codes if appropriate. No specific award value or budget range is mentioned in the notice. Potential contractors are asked to disclose any existing Federal Supply Schedule contracts that could be used for ordering. The document emphasizes that this is a market research effort and does not guarantee a solicitation or contract award, and NIST will not be responsible for any costs incurred by respondents in preparing their responses.
