About this opportunity
The Marine Corps is seeking a qualified contractor to provide finishing system service and maintenance for the Communication Strategy and Operations Reproduction Department at Marine Corps Recruit Depot (MCRD) San Diego. The procurement includes preventive maintenance, on-call repair support, parts supply, and telephone support services for four pieces of finishing equipment: a SEAL 62 PRO D Laminator, Horizon Model Vac-100a Stitcher/Folder, MBM/Triumph Model 5551-EP Paper Cutter, and Challenge Model Ms5 Five Spindle Drill. The contract requires contractors to provide semi-annual scheduled maintenance, respond to telephone requests within two working hours, and arrive on-site for repairs within four working hours if remote resolution is not feasible. All parts, labor, and travel costs must be included in the contract price with no separate reimbursement, and the contractor must provide written work estimates with itemized parts lists and supplier quotations for repairs exceeding $2,500. Evaluation will be based on technical capability to meet the Statement of Work requirements and price reasonableness, with award going to the lowest-priced, technically acceptable quoter. The quotation deadline is April 8, 2026, at 12:00 PM, with questions due within four days of the March 25, 2026 solicitation issuance date.
This opportunity is a total small business set-aside specifically designated for Women-Owned Small Businesses (WOSB) with a size standard of $12,500,000 under NAICS 811310. No incumbent contractor is identified in the solicitation materials. The contract covers a 12-month base period from May 1, 2026, through April 30, 2027, with four optional one-year extension periods and an additional option to extend services up to six months, allowing for a potential five-and-a-half-year contract term. The specific award value is not disclosed in the solicitation documents. Services will be performed at 1600 Iwo Jima Ave, Building 1, MCRD San Diego, CA 92140, where the department produces approximately 40,000 color graduation programs annually in support of training approximately 17,500 recruits and conducting 40 graduation ceremonies each year. Interested contractors must be registered in the System for Award Management (SAM) and the Wide Area Workflow (WAWF) system.

The Communication Strategy and Operations (COMMSTRAT) Reproduction Department at Marine Corps
Recruit Depot (MCRD) San Diego and Western Recruiting Region provides printing and reproduction support
for the training and recruitment of Marine Corps recruits, Drill Instructors, Recruiters, and supporting
commands aboard the depot. MCRD San Diego trains approximately 17,500 recruits annually and conducts
about 40 graduation ceremonies each year, requiring COMMSTRAT to produce roughly 1,000 color graduation
programs per week (approximately 40,000 annually). In addition, the department produces printed materials for
retirement ceremonies, change of command ceremonies, hosted events, and other command functions and
training.
To sustain these operations, the COMMSTRAT finishing system requires a service and maintenance
contract. This contract is mission critical to ensure continuous equipment functionality through preventative
maintenance, supplies, and on-call repair support, enabling the department to meet ongoing printing
requirements and project deadlines for the MCRDSD/WRR command.
