About this opportunity

The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking quotes for fingerprinting services designated for Women-Owned Small Businesses, with responses due October 1, 2026. The contractor must possess a nationwide network of commercial locations across all continental U.S. states and provide contractor-owned fingerprint capture machinery and SWFT/SWFT+ hardware; the government furnishes SWFT/SWFT+ software.

NAWCAD requires fingerprinting support for up to 780 personnel annually (employees, interns, and contractors) under a one-year base period starting October 8, 2026, plus four optional one-year periods. The contractor must submit fingerprints the same day of capture via SWFT/SWFT+ to the National Background Investigation Services or Defense Integrated Screening Services, achieve a minimum 95 percent acceptance rate meeting DCSA standards, operate a web-based appointment scheduling system, and maintain operator certification in SWFT training and Privacy Act/Personally Identifiable Information training. Work is performed on-site at NAWCAD facilities and at contractor locations for administrative tasks.

Evaluation is based on price, technical requirements, and past performance per FAR 52.212-2. Quotes are limited to eight pages and must include firm-fixed-unit pricing for each line item; SF-1449 and attestation forms do not count toward the page limit. Offerors may satisfy technical requirements through identified subcontractors with existing nationwide infrastructure. Submit quotes via email to contract specialist Sheryl M. Pope (sheryl.m.pope.civ@us.navy.mil) and Contracting Officer Jennifer T. Hanson II (jennifer.t.hanson2.civ@us.navy.mil).
