About this file

This file is an Industry Questions and Answers document addressing key inquiries regarding fingerprinting services to be provided at Naval Air Warfare Center (NAWC) locations. The contractor must provide their own fingerprint capture machinery and SWFT/SWFT+ hardware, though the government will furnish the software. The estimated annual volume is 780 fingerprint submissions, with work conducted both on-site at NAWC facilities and at contractor locations for administrative tasks. The applicant population includes employees, interns, and contractors across all three categories.

Contractors must ensure operators complete SWFT training and Privacy Act/Personally Identifiable Information training, with fingerprint submissions required on the same day of capture. The period of performance begins October 8, 2026. Evaluation will be based on price, technical requirements, and past performance per Section M (FAR 52.212-2). Offerors may satisfy technical requirements through identified subcontractors with existing nationwide infrastructure. Proposal submissions are limited to 8 pages for demonstrating technical capability and pricing details, with SF-1449 and attestation forms excluded from this page count. Vendors are responsible for digitization fees only, with no requirement to reimburse applicants for hard-card processing or associated shipping costs. There will be no out-of-country fingerprint processing. Geographic distribution of volume varies with no historical data available. Bid submissions should be emailed to the contract specialist and Contracting Officer.
